The Board held an evidentiary hearing in this proceeding on Monday, January 11, 2016 and Tuesday, January 12, 2016. Pursuant to the Boards Initial Scheduling Order,

[t]he duty to update mandatory disclosures and the hearing file shall terminate at the close of the evidentiary hearing.1 The Board hereby amends the Initial Scheduling Order, and directs the parties to continue to update mandatory disclosures and the hearing file until the Board issues its initial decision.
