August 9, 2018 MEMORANDUM TO: E. Roy Hawkens Chief Administrative Judge Atomic Safety and Licensing Board Panel FROM:

REQUEST FOR HEARING FROM MR. ALBERT GOMEZ REGARDING THE APPLICATION FOR SUBSEQUENT LICENSE RENEWAL FROM THE FLORIDA POWER & LIGHT COMPANY FOR TURKEY POINT NUCLEAR GENERATING, UNITS 3 AND 4, DOCKET NOS. 50-250 AND 50-251 The Office of the Secretary received a petition to intervene and request for hearing from Mr. Albert Gomez in response to an application for subsequent license renewal from the Florida Power & Light Company for Turkey Point Nuclear Generating, Units 3 and 4, which was noticed in the Federal Register on May 2, 2018 (83 FR 19304).

Mr. Albert Gomez submitted his petition via E-mail on August 2, 2018 and has communicated with the Office of the Secretary about encountering issues with submitting his petition through the agencys Electronic Information Exchange. (E-mail communications enclosed.)

In section IV (3) of the petition, Mr. Gomez requests an extension to submit formal environmental scoping comments. This referral memorandum excludes Mr. Albert Gomezs request for an extension of the environmental scoping period, as I am referring that portion of Mr. Gomezs petition to the Office of the Executive Director for Operations for appropriate action.

This petition is available in the Electronic Hearing Docket and in the Agencywide Document Access and Management System through Accession No. ML18219A900.

This hearing request is being referred to you for appropriate action in accordance with 10 C.F.R. §2.346(i). This referral will be served through the EIE to those on the service list for the Turkey Point Nuclear Generating, Units 3 and 4, Docket Nos. 50-250 and 50-251-SLR.

Clara, Thank you. If you need me to submit a physical notarized copy in person, I will accommodate. Look forward to the opportunity, as I noticed a few typos and errors.

Regarding my voicemail, if there is a way to streamline submissions, while allowing all segments of society to easily submit, I would be glad to lend my comments, experience and points to the effort.Nonetheless, thank you for your flexibility and support in docketing my Petition to Intervene. If there are any future necessary steps in support of advancing my petition, please advise. Thank you for your service.

I am sorry you continue to have issues regarding your certificate application. Please contact the NRCs help desk at 866-672-7640.

I am confident they can help with a Mac product. Also, you can leave the company name field blank, if it is not applicable. You will need the digital certificate in order to participate effectively in this proceeding. As you know the NRC e-filing rule requires electronic filing minus the establishment of good cause (see 10 CFR 2.302(g)

(3).

The help desk is copied on this message so they are aware of your issues and will be expecting your call.

Clara,

Thank you for the call today. First and foremost, I work off a MacBook Pro, so the only tutorial available which focused on Microsoft was not helpful. Also, the description process was a bit cryptic. In laymans terms, it could be cleaned up and made more simple with less friction. You may want to consider updating digital certification instructions and process, it is 5 years old and only Microsoft centric.

That said, I gave it a go and went through the steps. The enroll page asks for company information. Can you shed light on why you need my company information to authenticate my person and citizenship? Also, I am not submitting the petition for any company, non-profit or organization, but as a citizen.

Also, when I went through the step of downloading the Digital certificate getcacert.cer executable file, my computer began to have keychain issues with a pop window asking me to unlock my public key. Since this is anomalous to my standard process for signing digital certifications, I searched for fixes on apple. In lieu of running a patch, I went in and deleted the DOD, Class 1 and Class 3 application password keychains and this stopped the request for access and the pop window. I will attempt to obtain a digital certification tomorrow with the support of the help desk.

Please note, a good old notarized copy can be realized and mailed tomorrow, if that is an easier process.
