Issuance of Amendment for Browns Ferry Nuclear Plant

Dear Mr. Walter,

The U.S. Nuclear Regulatory Commission (NRC) is about to issue amendments to the Browns Ferry Units 1, 2, and 3 licenses. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of this amendment.

By application dated December 11, 2014 (AgencyWide Documents Access and Management System (ADAMS) Accession No. ML14349A694), as supplemented by letter dated September 30, 2015 (ADAMS Accession No. ML15274A110), the Tennessee Valley Authority (TVA, the licensee) requested changes to the Technical Specifications (TSs) for the Browns Ferry Nuclear Plant Units 1, 2, and 3 (BFN). The supplemental letter dated September 30, 2015, provided additional information that clarified the application, did not expand the scope of the application as originally noticed, and did not change the U.S. Nuclear Regulatory Commission (NRC) staffs original proposed no significant hazards consideration determination as published in the Federal Register on March 31, 2015 (80 FR 17104).

The proposed changes would revise TS 3.8.3, Diesel Fuel Oil, Lube Oil, and Starting Air, by removing the current stored diesel fuel oil, and lube oil numerical volume requirements from the TS and replacing them with diesel operating time requirements consistent with Technical Specifications Task Force Traveler (TSTF) TSTF-501, Revision 1, Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control.
