Watts Bar Unit 1 Acceptance Review of Request for Alternative/Relief Request IST Program and (TAC No. MF6191)

By letter dated April 9, 2015, TVA submitted the subject Relief Request for Watts Bar Nuclear Plant (WBN)

Unit 1 (ADAMS Accession No. ML15103A322). The submittal includes WBNs updated In-service test (IST)

Program and three IST Program Relief Requests for WBN Unit 1:

(1) ST-RR-1 Pump Vibration Reference Values and Acceptance Criteria Proposed Alternative in accordance with 10 CFR 50.55a(a)(3)(I),

(2) IST-RR ERCW Screen Wash Pump Test Method Relief Request in accordance with 10 CFR 50.55a(f)(5)(iii), and (3) IST-RR-Reactor Head Vent Valve Stroke Time Testing Relief Request in accordance with 10 CFR 50.55a(f)(5)(iii).

The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the submittal has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

In accordance with LIC-109, Acceptance Review Procedures, Revision 1, NRC staff has completed the acceptance review of the subject Relief Requests and concluded that the request provides sufficient technical information, both in scope and depth, for the staff to complete the detailed technical review and render, in an appropriate time frame for the associated action, an independent assessment of the proposed action with regard to applicable regulatory requirements and the protection of public health, safety, and security.

If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
