Larry, The NRC staffs draft RAI for the subject relief request is attached to this e-mail. The draft RAI is not an official NRC staff request and is being provided to you to facilitate a subsequent conference call to determine: 1) If the questions clearly convey the NRC staff information needs; 2) Whether the regulatory basis for the questions is understood; 3) Whether the information is already available in existing, docketed, correspondence; and 4) To determine an appropriate response time-frame. After youve had a chance to review the draft information request, please contact me to schedule the conference call.

Given the large number of review branches assigned to the MUR review, Im providing the draft questions as I receive them from the individual branches. Ill combine them into one RAI once we have a complete set.

DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING CATAWBA NUCLEAR STATION, UNITS 1 AND 2 LICENSE AMENDMENT REQUEST MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE DOCKET NOS. 50-413 AND 50-414 By letter dated June 23, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14176A108), Duke Energy Carolinas (Duke) submitted a license amendment request (LAR) for the Catawba Nuclear Station, Units 1 and 2. The proposed amendment would implement a 1.7 percent Measurement Uncertainty Recapture (MUR) Power Uprate. In order for the NRC staff to complete its review of the relief request, the following additional information is requested.

1. Confirm that the steam generator plugging limit is still appropriate for the proposed MUR Power Uprate conditions, given the guidance in Regulatory Guide 1.121.

2. Page E2-67 of Enclosure 2 of the LAR, provides the predicted wear rates for run definition HS4/D-1st Stg Drain with component name 1HS817E-T196. The information in the table for this component indicates that the post-MUR predicted thickness value is

-0.048 inches. Further, the ratio of pre-MUR measured thickness to predicted thickness is -5.13. Please clarify what these values represent and the significance of them being negative numbers.
