SUMMARY

OF THE SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. MF0057 AND MF0058)

On April 7-11,2013, a review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC staff) staff and contractors from Pacific Northwest National Laboratory (PNNL) participated in a site audit at Sequoyah Nuclear Plant (SQN), Units 1 and 2, in Soddy Daisy, Tennessee, related to the environmental review of the SQN license renewal application.

The primary goal of the site visit was to review documentation, gather information to ensure that the environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) were met, and to interface with officials from local government agencies to obtain related information, in accordance with the issued audit plan (ML13067A244). The enclosure is a list of representatives from NRC, PNNL, local government agencies, personnel from Tennessee Valley Authority (TVA) and its partners, and industry observers who participated in the site audit.

The audit began on April 7, 2013, with an entrance meeting to introduce participants and to discuss logistics of the audit. Following the entrance meeting, the environmental review team participated in a general site tour of SQN with TVA staff, TVA partners and contractors, and industry observers. The general site tour provided an overview and orientation of the site areas relevant to the environmental review.

During the remainder of the site audit, the environmental review team examined data used by TVA in preparation of the environmental report and met in smaller groups with TVA representatives to address the staff specific audit needs identified in the audit plan. These groups partiCipated in various activities, including documentation review, area focused facility surveys and tours, and interviews with cognizant personnel. Specific tours were conducted for onsite National Pollutant Discharge Elimination System-permitted outfalls, cultural resources, surface water and groundwater resources, radiological and non-radiological waste, terrestrial ecology, aquatic ecology, protected species and habitats, and meteorological towers and monitoring equipment. Dedicated discussions and interviews were conducted for Severe Accident Mitigation Alternatives, by both NRC and TVA representatives.

- 2 The environmental review team members also met with the NRC resident Inspectors and offsite with local officials from the Tennessee Historical Commission, for information gathering purposes to assist the staff in developing the draft Supplemental Environmental Impact Statement (DSEIS) for SQN license renewal.

In addition, the team reviewed the SQN process for identifying new and significant information (information that would challenge the generic conclusions reached in the Generic Environmental Impact Statement for License Renewal of Nuclear Plants, NUREG-1437). The staff will document its independent evaluation in the DSEIS.

At the conclusion of the site audit, the environmental review team summarized the status of the review with TVA representatives during the exit meeting. Most of the team's questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were not will be answered by TVA, as it responds to a request for additional information (RAI) letter to be issued subsequently. The RAlletter will also contain documents requested by the team during the site audit. These documents will be made publicly available in the NRC's Agencywide Documents Access and Management System (ADAMS) at http://www.nrc.gov/reading-rm/adams.html. Persons who do not have access to ADAMS or who encounter problems in accessing the documents located in ADAMS should contact the NRC's Public Document Room staff at 800-397-4209 (or 301-415-4737) or bye-mail at pdr. resource@nrc.gov.

While the NRC review team did not identify any significant environmental issues during its site audit or during the meetings with other participants, the team indicated that the environmental review was ongoing and that any additional information necessary to support the review would be formally requested via the RAI process, during the course of the review.
