Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528, 50-529, and 50-530 Withdrawal of Request for Amendment to Eliminate the Use of the Term CORE ALERATION in the Technical Specifications By letter number 102-06486, dated March 8, 2012 [Agencywide Documents Access and Management System (ADAMS) Accession No. ML12076A045], Arizona Public Service Company (APS) submitted a license amendment request (LAR) for Palo Verde Nuclear Generating Station (PVNGS), Units 1, 2, and 3. The proposed amendment would have eliminated the use of the term CORE ALTERATION throughout the Technical Specifications (TS) consistent with Technical Specification Task Force (TSTF) Traveler 471-A, Revision 1, Eliminate use of the term CORE ALTERATION in ACTIONS and Notes.

APS provided formal responses to NRC staff requests for additional information by letters dated: October 11, 2012 (letter number 102-06604), January 31, 2013 (letter number 102-06655), and July 25, 2013 (letter number 102-06729); ADAMS Accession Nos. ML12286A330, ML13039A013 and ML13210A238, respectively. The NRC staff has indicated that generic reservations exist with regard to the advisability of this TSTF. There is an effort by the TSTF to resolve the NRC staff reservations generically, but these efforts have not yet been completed.

Based on the NRC staff reservations, as discussed with Mr. Michael T. Markley, Chief of Plant Licensing Branch IV, Division of Operating Reactor Licensing, on Monday, February 10, 2014, APS is withdrawing the LAR. Prior to submittal of any future LAR on this subject, APS will request a pre-submittal meeting with the NRC to discuss the submittal. Such a submittal will either be a site specific application or a new submittal based upon a future revision of TSTF-471 that reflects the resolution of the staff reservations.
