C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 84 TO PROVISIONAL OPERATING LICENSE NO. DPR-13 SOUTHERN CALIFORNIA EDISON COMPANY SAN DIEGO GAS AND ELECTRIC COMPANY SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO.1 DOCKET NO. 50-206

1.0 INTRODUCTION

1.1 Description of the Proposed Action The proposed action would amend Section 3.7 of the facility technical specifications (TS) to clarify equipment operability requirements for the various operating modes, and Section 4.4 of the specifications such that the surveillance requirements for electrical systems conform more closely to the requirements of the Standard Technical Specifications (STS).

Notices of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action were published in the Federal Re ister on August 22, 1984 (49 FR 33370), March 22, 1984 (49 FR 10743),

and August 23, 1983 (48 FR 38421). A request for hearing and public comments were not received.

1.2 Background Information By letter dated October 20, 1978, Southern California Edison Company (the licensee) requested changes to two sections of the facility TS.

This evaluation addresses the section of that subr 1tal (Section 4.4.D) pertaining to surveillance of D.C. power systems By letter dated November 30, 1983, the licensee requested additional changes to the TS governing plant electrical systems.

These changes included revisions to Section 3.7 to expand and clarify equipment operability requirements for various operating modes, and to Section 4.4 to.revise the surveillance requirements for A.C.. and D.C. electrical systems, and to delete the.

surveillance requirements for the Auxiliary Feedwater (AFW) pumps.

The other portion of the request was addressed by Amendment No.. 56 to the 1icense.

2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment and Paragraph 3.B of Provisional Operating License No. DPR-13 is hereby amended to read as follows:

B. Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No.

84, are hereby incorporated in the license. Southern California Edison Company shall operate the facility in accordance with the Technical Specifications.

3. This license amendment is effective the date of its issuance.
