Docket No. 50-206 Amendment No. 116 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 116 in Docket No. 50-206. Amendment No. 116 consists of Proposed Change No. 126 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendices A and B.

Proposed Change No. 126 is a request to revise Appendix A Technical Specifications 3.7, Auxiliary Electrical Supply, and 4.4, Emergency Power System Periodic Testing. This proposed change will specify the limiting conditions for operation and corresponding surveillance requirements for the station electrical supplies for each mode of operation.

By application dated October 20, 1978 (Proposed Change No. 76) we requested a revision to Technical Specification 4.4. The Commission granted partial approval of this application in Amendment No. 56 to Provisional Operating License No. DPR-13. The Commission determined that further study was necessary before approval could be granted to the remaining open items in Proposed Change No. 76. The NRC staff has indicated that an acceptable resolution to Proposed Change No. 76 open items is to revise Technical Specification 4.4 consistent with the Standard Technical Specifications.

Accordingly, Proposed Change No. 126 is being submitted consistent with the NRC staff recommended resolution of Proposed Change No. 76 open items. In accordance with 10 CFR 170.22, Proposed Change No. 76 was'determined to be a Class III amendment and a Southern California Edison Company check for
