Docket No. 50-206 Proposed Change No. 126 to the Technical Specifications San Onofre Nuclear Generating Station Unit 1 By letter dated December 22, 1983 you indicated that no action would be taken regarding our request to delete Technical Specification 4.4.E provided by letter dated November 30, 1983 as Proposed Change No. 126 to the San Onofre Unit 1 Technical Specifications. The basis for this determination was that we had not provided adequate justification for our request. The purpose of this letter is to add to the information previously provided.

The surveillance requirements specified in Technical Specification 4.4.E have been superseded by those of Technical Specification 4.1.9 which was issued as License Amendment No. 65 and became effective on December 1, 1982.

Technical Specification 4.4.E is a surveillance requirement used to determine the operability of the auxiliary feedwater system (AFWS). When the NRC issued Technical Specification 4.1.9 as the new surveillance requirement for determining the operability of the AFWS, Technical Specification 4.4.E should have been deleted since 4.1.9 is consistent (to the extent practical) with the Standard Technical Specifications (STS) and the review conducted by the NRC as part of the TMI Lessons Learned requirements.

The first sentence of 4.4.E is the surveillance requirement on the AFWS pumps when the RCS pressure is greater than 500 psig (i.e., Modes 1, 2 and 3).

This requirement is superseded by 4.1.9.A of the Technical Specifications. The second sentence of 4.4.E requires that the AFWS shall be demonstrated operable by performance of surveillance testing when the RCS remains less than 500 psig for a period longer than 2 weeks.

This requirement has been superseded by 4.1.9.E of the Technical Specifications.
