DEFERRAL OF DECISION TO HOLD A PUBLIC MEETING TO DISCUSS RESPONSES TO NRC OBSERVATIONS AND CONCERNS REGARDING DRESDEN STATION PLAN FOR EXTERNAL FLOODING EVENTS

Dear Mr. Pacilio:

On November 1, 2012, the NRC submitted a comprehensive list of our observations and concerns regarding Dresden Nuclear Power Stations response plan for external flooding events. By letter dated January 3, 2013, we acknowledged receipt of your December 1, 2012, letter which provided responses to those observations and concerns. The NRCs January 3, 2013, letter also included a number of follow-up questions and requested that you be prepared to discuss your response to those additional questions at a public meeting scheduled for January 29, 2013. After further consideration, the NRC has decided to cancel the proposed public meeting until the staff has had the opportunity to review your response to the follow-up questions. As a result, and based on my conversation with Mr. David Czufin, Site Vice President for Dresden Station, the NRC requests that you provide a written response to the follow-up questions contained in the NRCs January 3, 2013, letter by February 4, 2013.

Following the receipt and review of your written response, the NRC will make a determination on whether a public meeting to discuss Dresden Stations response plan for external flooding events continues to be warranted.

In addition to your December 1, 2012, response to our original letter transmitting our observations and concerns regarding Dresden Stations response plan for external flooding events, the NRC continues to review your November 27, 2012, letter, titled Exelon Generation Company, LLCs 180-day Response to NRC Request for Information Pursuant to 10 CFR 50.54(f) Regarding the Flooding Aspects... Insights from the Fukushima Dai-Ichi Accident, (ML12332A305), and is aware of your continued review and refinement of Dresden Stations flood mitigation strategies. The NRC understands that Exelon has enhanced the flood mitigation procedures for Dresden Station and has purchased additional flood mitigation equipment. Exelon displayed the flood mitigation equipment and provided an overview of the flood response plan during an open house for members of the public at Dresden Nuclear Power Station on December 15, 2012.

Although our observations and concerns do not constitute an immediate safety issue, and notwithstanding the enhancements you have made to the original external flooding response plan for Dresden Station, you should be able to demonstrate that your existing procedures and strategies would be successful in response to postulated external flooding events, up to and including those involving a probable maximum flood.
