Dear Sir:

By letter dated June 15, 2011, Florida Power Corporation (FPC) requested a license amendment to increase the rated thermal power level of Crystal River Unit 3 (CR-3) from 2609 megawatts (MWt) to 3014 MWt (Reference 1).

On February 8, 2012, the NRC provided a request for additional information (RAI) required to complete its evaluation of the CR-3 EPU LAR (Reference 2).

On March 19, 2012, FPC provided the CR-3 formal response to the RAI including a commitment to provide a failure mode and effects analysis (FMEA) and a reliability report for the Inadequate Core Cooling Mitigation System (ICCMS) no later than November 9, 2012 (Reference 3).

Attachment A, "Inadequate Core Cooling Mitigation System Reliability Report,"

and Attachment B, "Inadequate Core Cooling Mitigation System Failure Mode and Effects Analysis," are provided herein to satisfy the related regulatory commitment included in the EICB RAI response letter dated March 19, 2012 (Reference 3). Note that ICCMS design revisions, a
