Crystal River Energy Complex - Environmental Protection Plan Report 2011 Sea Turtle Rescue and Recovery Summary Report

Dear Sir:

Florida Power Corporation, doing business as Progress Energy Florida, Inc., hereby provides the 2011 Sea Turtle Rescue and Recovery Summary Report.

The National Marine Fisheries Service (NMFS), Nuclear Regulatory Commission (NRC), and the Crystal River Energy Complex (CREC) completed a reinitiation of consultation subsequent to the Endangered Species Act Section 7 regarding turtles at the CREC on August 8, 2002. The Biological Opinion issued by NMFS requested that Progress Energy provide an annual sea turtle report for the CREC by March 1 of each year. The attached report provides this information for 2011 from January 1,2011 to December 31,2011.

This letter establishes no regulatory commitments.

Green Turtle Live. Significant algae growth on exterior, 3/28/11 0020 Chelonia myday - 11 CR3-003 fibropapillomas, barnacles. Transferred to Clearwater Marine Aquarium for treatment.

Kemp's ridley Dead. Recovered from the screen wash basket 1100 Lepidochelys 25 11 CRS-004 of CR 1&2. Severely decomposed. Dead 5/18/11 kbefore contacting intake structure - non-causal keI Ip i mortality.
