Efelono Nuclear Frick's Lock Village: Background

/ Frick's Lock is an abandoned village, along the also abandoned Schuylkill Canal.

/ The property was purchased by PECO as part of LGS's 10CFR100 Exclusion Area Boudary (EAB).

v Since 2001, East Coventry Township (ECT) has expressed interest in restoration/rehabilitation of the 14 acre site.

,/In 2003, the site was listed in the National Register as a Historic District.

,/A steering committee was established to guide treatment of Frick's Lock and re-emerged in 2008 following episodes of vandalism and a fire at the Locktender's Dwelling.

~Efelono Frick's Lock Village: Agreement

,/ In February, 2011, the ECT Board of Supervisors voted 4 to 1 in favor of entering into an agreement with Exelon. During the meeting several members of the Frick's Lock Steering Committee attended the meeting and spoke in favor the agreement.

,/ Highlights of the Agreement:

  • Mothball several buildings outside of the EAB and lease the property to ECT for up to 10 years while they get funding to develop. This property would then be donated to the township. The township eventually plans to have this property be a trailhead for the Schuylkill River Trail.
  • Construct a fence around the remainder of the Frick's Lock property and rehabilitate the exteriors of the historical buildings.
  • Township will grant zoning permits for all needed work to implement Exelon's proposed treatment.

" The township will waive all existing Notices of Violation.

  • Open Frick's Lock Village to the public, by tour only, once the rehabilitation is complete.

" One-time $30,000 contribution to ECT for landscape and maintenance of leased property.

,/ The project has received Exelon Management approvals and the donations were approved by Exelon's Corporate Citizenship Review Committee.

/" The Frick's Lock Village Steering Committee still meets regularly to discuss the progress of the project.

v/ The ECT Board of Supervisors has approved 11 of 16 permit applications.

The remaining 5 contained selective demolition and were sent to the PHMC to review. The PHMC ruled that the proposed demolition would have no adverse effects on the listing.

,/ The ECT Board of Supervisors is expected vote on the remaining applications on December 19.

,/ The fence construction contract has been awarded and is expected to be completed by the end of 2011.

v/ Mothballing and rehabilitation will go out for bid early next year and construction is expected to begin Spring 2012.

Exelon Response The East Coventry Township, Chester County, Pennsylvania has granted Certificates of Appropriateness for the work associated with the Frick's Lock rehabilitation and mothball project, under Resolution No.'s 2011-31 and 2011-37, dated October 10, 2011 and December 19, 2011, respectively. The rehabilitation and mothball project has received Exelon funding approval, and construction activities are expected to begin in 2012. The rehabilitation and mothballing activities are specified to meet the Secretary of Interior's Standards for Rehabilitation. A perimeter fence has been constructed.
