In Reference 1, TXU Generation Company LP (TXU Power) requested an amendment to the CPSES Unit I Operating License (NPF-87) and CPSES Unit 2 Operating License (NPF-89) to revise Technical Specifications 3.3.2, 3.5.2, and 3.6.7 entitled "ESFAS Instrumentation," "ECCS-Operating," and "Spray Additive System,"

respectively, in the CPSES Units I and 2 Technical Specifications (TS). TXU Power supplemented the License Amendment Request via Reference 2 and Reference 3.

This proposed License Amendment was requested to support resolution of Generic Safety Issue (GSI) 191 pursuant to the requirements of NRC Generic Letter 2004-02 as described in Reference 4.

TXX-06148 Page 2 of 3 During an August 28, 2006, teleconference with the NRC, TXU Power discussed the requested information provided in letter logged TX-06144 (Reference 3). TXU Power would like to clarify and correct TXU Power's description of the NRC discussion regarding the retention of the existing Technical Specification 3.6.7 Surveillance Requirements. In Reference 3, TXU Power stated, "Duringthis teleconference, the NRC informed TXU Power that they would requireretention of the existing TechnicalSpecification 3.6. 7 Surveillance Requirements."

TXU Power would like to replace the above sentence in Reference 3 with, "The NRC informed TXU Power that, given the currentstate of testing chemical effects for different buffering agents, the Staff believes it is still appropriateto specify both the particularbuffering agent along with specific Sur'eillance Requirements associated with the buffering agent in Technical Specification 3.6. 7. Therefore, TXU Power has decided to retain the existing Technical Specification 3.6.7 Surveillance Requirementsfor sodium hydroxide (NaOlt)until additionalanalysis can be peiformed and a new license amendment can be preparedand submitted."

In accordance with IOCFR50.91 (b), TXU Power is providing the State of Texas with a copy of this proposed supplement.

This communication contains no new licensing basis commitments regarding CPSES Units 1 and 2.
