Change to Completion Date of Action in Response to 2005 Safety Culture Independent Assessment Area for Improvement C01A-SC-05-03

Dear Mr. Caldwell:

Nuclear Regulatory Commission (NRC) letter, dated March 8,2004, Approval to Restart the Davis-Besse Nuclear Power Station, Closure of Confirmatory Action Letter, and Issuance of Confirmatory Order, requires the FirstEnergy Nuclear Operating Company (FENOC) to contract with independent outside organizations to conduct comprehensive assessments, one of which is safety culture, including safety conscious work environment.

In accordance with the Confirmatory Order, an independent assessment of safety culture at the Davis-Besse Nuclear Power Station (DBNPS) was conducted from November 1, 2005, through November 18, 2005. The assessment results and the DBNPS-proposed action plans to address Areas for Improvement (AFI) were submitted to the NRC under DBNPS letter Serial Number 1-1449, dated January 27,2006.

This letter provides notification of a change in the completion date of the following AFI action identified as a commitment in DBNPS letter Serial Number 1-1449. Specifically, the AFI C01A-SC-05-03 action plan stated, in part:

To further enhance the benefits of robust Operating Experience and Self-Assessment programs, Davis-Besse will implement actions for 2006 to:

Enhance discussion of Operating Experience in the morning Management Alignment and Ownership Meetings by periodically addressing relevant Operating Experience.

Docket Number 50-346 License Number NPF-3 Serial Number I - 1463 Page 2 of 2 This action was scheduled for completion by April 30,2006, based on the DBNPS fourteenth refueling outage (14RFO) schedule, which, at the time of submittal of the 2005 Safety Culture Independent Assessment Report and Action Plans, had a target milestone for 100 percent reactor power of April 1 1,2006. The morning Management Alignment and Ownership Meetings (MAOMs) are suspended during refueling outages, including 14RF0, and were scheduled to resume following return to 100% power. The refueling outage extended past April 30, and the MAOMs were not resumed until May I ,

2006. A discussion of relevant Operating Experience was an agenda item for the MAOM held on May 3,2006.

The change of the due date for this action was discussed with Ms. Chnstine Lipa, NRC Region I11 Chief, Branch 4, Division of Reactor Projects, and Mr. Geoffrey Wright, NRC Inspector, on April 27,2006.
