Dear Mr. Anderson:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI) at the Perry Nuclear Power Plant to determine if a Lead Trainer willingly withheld information from the NRC pertaining to the correct answer to a question on an initial license operator written examination. Based on the evidence developed during the investigation and NRC review, we did not substantiate the concern. The synopsis from the OI report of investigation is enclosed.

ENCLOSURE SYNOPSIS This investigation was initiated on February 11, 2005, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine whether an Initial License Training (ILT) Lead Instructor at the Perry Nuclear Power Plant (Perry) willfully failed to provide complete and accurate information to the NRC by withholding information concerning the correct answer to a question on the initial license operator written examination, and also whether the ILT Lead Instructor willfully failed to provide complete and accurate information to the NRC in a subsequent post examination comment submittal that would be used to formulate an operator licensing decision.

Allegation 1: Based on the evidence developed, this investigation did not substantiate the allegation that an ILT Lead Instructor at Perry willfully failed to provide complete and accurate information to the NRC by withholding information concerning the correct answer to a question on the initial license operator written examination.

Allegation 2: Based on the evidence developed, this investigation did not substantiate the allegation that an ILT Lead Instructor at Perry willfully failed to provide complete and accurate information to the NRC in a post examination comment submittal that would be used to formulate an operator licensing decision.
