Dear Sir:

Answer to Order for Implementation of Additional Security Measures Associated with Access Authorization for Troian Nuclear Power Plant Portland General Electric Company received your August 18, 2004 Order for Additional Security Measures at the Trojan Independent Spent Fuel Storage Installation (ISFSI) and consents to the order as described herein.Section III.C.1 of the Order requires licensees to submit to the Commission, within twenty days, a schedule for achieving compliance with each requirement described in Attachment 1 of the Order. Further, section III.B.1 of the Order requires licensees to notify the Commission, within twenty days, if:

1) they are unable to comply with any of the requirements described in Attachment 1 of the Order,
2) compliance with any of the requirements is unnecessary in their specific circumstances, or
3) implementation of any of the requirements would cause the licensee to be in violation of the provisions of any Commission regulation or the facility license.

Section II of the Order, among other items, states that the Commission recognizes that some of the requirements may need to be tailored to accommodate the specific circumstances existing at the licensee's facility to achieve the intended objectives and avoid any unforeseen effect on the safe storage of spent fuel.

September 7, 2004 Page 2 of 2 It is the intent of this letter, and its attachment, to respond within the framework established above to:

1) provide a schedule for achieving compliance with each requirement in Attachment I of the Order,
2) provide notification where compliance will not be achieved, and
3) indicate where implementation of the requirements in Attachment 1 of the Order has been tailored to accommodate the specific circumstances existing at the Trojan ISFSI.

The ISFSI is located on the site of the Trojan Nuclear Plant, a facility that permanently ceased operations more than ten years ago. As such, the Trojan ISFSI may not take advantage of the alternate method of complying with the Order provided by item A.2 of Attachment 1 of the Order. Therefore the Trojan ISFSI will comply with the Additional Security Measures requirements imposed by NRC letter dated August 18, 2004.

The attachment to this letter contains information determined by the NRC to be Safeguards Information and, in accordance with 10 CFR 73.21, should not be made available for public disclosure.
