Dear Congressman Platts:

On behalf of the Nuclear Regulatory Commission (NRC), I am responding to your letter of April 19, 2005, to Mr. Dennis K. Rathbun. Your letter forwarded correspondence from a constituent of yours with concerns regarding security issues at the Peach Bottom Atomic Power Station in Delta, Pennsylvania. In your letter, you requested that the NRC conduct a complete and fair review of the concerns.

Since the terrorist attacks of September 2001, the NRC has strengthened security requirements at nuclear power plants, including upgrading training and qualifications programs for plant security forces. The NRC evaluates security through routine inspections and, every three years, conducts a force-on-force exercise that provides a realistic test of plant capabilities to defend against an adversary force.

The NRC Region I office initiated a review of the concerns raised by your constituent in accordance with our allegation process. Upon completion of our review, we will inform your office and the concerned citizen of the results. However, due to the nature of the concerns, and to ensure that we do not reveal any site specific security information that could compromise security, we may not be able to provide specific, detailed, written responses.

Please be assured that the NRC will be taking all necessary actions to address potential security-related deficiencies that may be identified in the course of our review. Should you have any questions regarding this matter, please contact me.
