REVIEW OF LICENSEE IDENTIFIED WRONGDOING ISSUES ALLEGATION NO. Rill-04-A-0047 (POINT BEACH)
On April 13, 2004, EICS received the attached document from the Point Beach RI.
Action Please review the attached document to identify any new safety concerns and/or enforceable items. Please also provide a response to any concerns which are outside of the NRC's regulatory jurisdiction so that we can respond completely to the Cl's issues. Please provide the concerns and your evaluation review plan on the ARB briefing sheet which is electronically available at R;\\allegations. The results of your review are due to OAC3 in a memo by April 26, 2004. I selected this date in order to meet the metric to conduct the initial ARB within 30 days of the allegation receipt date.
This briefing sheet should contain any background information related to the concern, the justification for our proposedactions, as necessary, and the regulatory basis for the each item. The memo should be provided in electronic form to OAC3.
If there are any new concerns, please make a recommendation if the concerns should be added to the existing AMS file, or if a new allegation file should be opened and a new ARB should be held.
e If you determine that an Office of Investigations (01) investigation is warranted, please coordinate with 01 and Regional Counsel, as necessary. If the issue involves willfulness, please provide a draft Notice of Violation. If the issue involves discrimination for faising safety issues, please provide the information requested in Exhibit 3 to Management Directive 8.8, which is electronically available at r:Xallegations.
For issues you recommend referring to the licensee, please provide the questions you request that the licensee respond to in addressing the issue.
If you determine that additional information is needed regarding the concerns, please contact the Cl for this information prior to the Allegation Review Board. Please attach a copy of your record of conversation with the Cl.
