Annual Report for 2004 In accordance with NPF-1, Appendix B, Environmental Protection Plan, Section 5.4.1, this letter transmits Portland General Electric Company's "Operational Ecological Monitoring Program for the Trojan Nuclear Plant," Annual Report for 2004.
The report includes all existing non-radiological effluents, which are monitored and reported in accordance with the Oregon Department of Environmental Quality's National Pollutant Discharge Elimination System (NPDES) permit and Trojan's Environmental Protection Plan, Section 5.4.1.

TROJAN NUCLEAR PLANT OPERATIONAL ECOLOGICAL MONITORING PROGRAM ANNUAL REPORT FOR 2004 This report describes the ecological monitoring program for the Trojan Nuclear Plant for the period from January through December 2004. It contains the necessary reporting information to meet the Technical Specification requirements for non-radiological monitoring (Facility Operating License, NPF-1, Appendix B, Section 5.4.1, "Routine Reports"). The current scope of the monitoring program reflects the non-operational status of the plant under the Possession Only License.
Operating License NPF-1, Appendix B, Environmental Protection Plan Requirement:

2004 Report:
There were no EPP noncompliances reported during 2004.
Operating License NPF-1, Appendix B, Environmental Protection Plan Requirement:
EPP5.4.1.b: 'The Anntal Environimenttal OperatingReport shall also include: b. A list of all changes in station design or operation, tests, and experiments made in accordancewith Subsection 3.1 which involved a potentiallysignificant unreviewed environmental issue.
2004 Report:
No evaluations meeting the criteria in Subsection 3.1 !to identify potentially significant unreviewed environmental issues, were performed during 2004.

2004 Report:
There were two non-routine reports as described in Section 5.4.2 of the EPP submitted during the 2004 reporting period as follows.
- A non-routine National Pollution Discharge Elimination System (NPDES) report was filed with the Oregon Department of Environmental Quality for the following occurrence:
The weekly average E. coli limit in the wastewater facility was exceeded with a sample result of 921 per 100 ml on January 29,2004. The high E. coli level was found to result from a dead bird in the chlorine tank and the system was cleaned. An initial re-sample in February also tested high for E.coli. After further cleaning, an additional re-sample on February 4th showed the E. coli levels returned to normal (3 per 100 ml).
- The wastewater facility exceeded the E. coli concentration maximum daily limit on March 4, 2004. The cause of the non-compliance was a dead bird found in the chlorine contact tank at the end of the previous month. The bird was removed and the tanks were cleaned. The E. coli value was brought back down to normal levels by March 5, 2004. A non-routine NPDES report was filed with the Oregon Department of Environmental Qualilty.
