The purpose of this note is to docket copies of electronic messages I have received and make them available to the public. These messages contain information that the staff plans to rely upon in the discussion of endangered and threatened species in the draft Environmental Impact Statement. Two of the messages are from Jan Kozyra of CP&L, and the third message is a message from Sandy Abbott of the Fish and Wildlife Service (imbedded in a message from Sam Loftin of Las Alamos National Laboratory, the staffs contract specialist on terrestrial ecology for the Robinson license renewal review). Copies of these messages are enclosed.

Progress Energy - Carolinas Robinson site conducts an annual self assessment program for compliance with threatened and endangered species. The assessment monitors for the identification of any new threatened or endangered species (including plants) which may potentially be impacted by plant operations including the 230 kV transmission lines which run from the plant to the first substation. The assessment requires the facility to consult with the Companys Environmental Services Section, the Real Estate Management Section, and the Transmission Department in making this assessment.
The identification of potential species is largely obtained from the database of the occurrences of rare, endangered and threatened species in South Carolina compiled by the S.C. Heritage Trust, a state agency. The database lists locations of significant habitats and species by geographic coordinates. The Company superimposes the database over the companys mapped property and transmission structures and line rights of way to determine the known location of species requiring attention. Such information is supplied to the Companys regional transmission employees in South Carolina to mark known locations of sensitive habitats.
Although Progress EnergyCarolinas is unaware of any state or federally listed endangered or threatened species along the Robinson transmission corridors or on the Robinson site, there are programs in place to manage and protect such species. Hand cutting could be used or heavy equipment could be avoided during the flowering season, for example, for segments of power lines with populations of rare plants.
Other than these Company efforts to monitor for the presence of threatened and endangered plant species, no entity has performed comprehensive field surveys on the Robinson properties specifically for locating new populations of endangered/threatened plant species.
