OF TELECONFERENCE WITH CAROLINA POWER AND LIGHT IN SUPPORT OF THE STAFFS REVIEW OF THE H. B. ROBINSON, UNIT 2 LICENSE RENEWAL APPLICATION (TAC NO. MB5226)

On Wednesday, March 12, 2003, the NRC conducted a teleconference with representatives of the Carolina Power and Light (CP&L) to clarify the information provided by CP&L in response to the requests for additional information discussed during the teleconference conducted on February 28, 2003. Attached is the response to these RAIs, which was telefaxed to the NRC staff on March 10, 2003, regarding the severe accident mitigation alternatives (SAMA) analysis for the H.B. Robinson Steam Electric Plant, Unit 2 (Robinson),

A calculation performed in 1995 (and revised in 1998) of the seismic fragility (HCLPF value) of the cast iron residual heat removal system (RHR) valve yokes was included in the attached response. The calculation showed a HCLPF value of 0.39 g for these valve yokes, well within the seismic design envelope for Robinson. These cast iron yokes on the 14-in RHR valves inside containment were identified in the Robinson IPEEE as seismic risk outliers.

First, the staff asked about the technical basis for the 1998 revision to the calculation. CP&L indicated that the seismic acceleration value had been adjusted in the 1998 revision to the value specific to the elevation of the RHR valves inside containment. The staff indicated that the calculation could be used to show that the potential benefit of replacing the valve yokes with materials that are more seismically robust is lower than the staff estimated. However, the staff indicated that CP&L still needed to provide cost and benefit information for this SAMA.

The staff indicated that CP&Ls response provided adequate information to address the potential fire area SAMAs.

CP&L indicated that it would provide the cost and benefit information for the cast iron valve yoke replacement SAMA within a few days. The following people participated in the teleconference:
