On November 23, 2009, in accordance with the provisions of 10 CFR 50.4 and 10 CFR 50.90, PSEG Nuclear, LLC (PSEG) submitted a request for an amendment to the Facility Operating Licenses (FOL) for the above listed facilities. These proposed amendments requested U.S. Nuclear Regulatory Commission (NRC) approval of the Salem - Hope Creek Cyber Security Plan (CSP), provided an Implementation Schedule for the Salem - Hope Creek CSP, and added to the existing FOL Physical Protection license condition to require PSEG to fully implement and maintain in effect all provisions of the Commission-approved Cyber Security Plan. By letter dated July 14, 2010 (reference 2), PSEG supplemented the CSP License Amendment Request with a revised CSP based on the template contained in NEI 08-09, Revision 6.

By letter to PSEG dated March 2, 2011 (reference 3), the NRC issued a Request for Additional Information (RAI) regarding the submitted Salem - Hope Creek Cyber Security Plan. The RAI questions dealt with three generic industry issues. These issues were uncovered during the course of the NRC's review of submitted cyber security plans and proposed implementation schedules. By letter dated March 31,2011 (reference 4), PSEG responded to the RAI questions stating what changes will be made to the Salem - Hope Creek Cyber Security Plan and implementation schedule and that they will be made consistent with industry guidance. In addition to the changes described in the RAI response, additional changes have been made to Section 4.3 of the CSP to address Security and Emergency Planning radio and voice communications network requirements and to Enclosure 2 to correct a typographical error. All changes to the CSP from that submitted in reference 2 and the implementation schedule from that submitted in reference 4 are delineated by revision bars in the right hand margin.

In accordance with the provisions of 10 CFR 50.4 and 50.90, PSEG submits this revised request for an amendment to the Facility Operating Licenses (FOL) for Salem Nuclear Generating Station Unit 1 and Unit 2 and Hope Creek Generating Station. This proposed amendment requests NRC approval of the Salem-Hope Creek Cyber Security Plan, provides an implementation schedule, and adds a sentence to the existing FOL Physical Protection license condition to require PSEG Nuclear to fully implement and maintain in effect all provisions of the Commission-approved Cyber Security Plan.

Changes to the Salem - Hope Creek Cyber Security Plan were made as described above and the revised plan is provided in Enclosure 1. Note that the deviations 2

SECURITY-RELATED INFORMATION - WITHHOLD UNDER 10 CFR 2.390 Document Control Desk LR-N11-0159 submitted as part of the July 14, 2010 supplement (reference 2) remain applicable to the Salem - Hope Creek CSP. Enclosure 2 contains the updated PSEG Implementation Schedule which has been revised as a response to the RAI. Enclosure 3 provides revised marked up pages to the Salem Units 1 & 2 and Hope Creek Facility Operating License (FOL) Physical Protection license condition including reference to this submittal and addition of wording stating future revisions shall be performed under the authority of 10 CFR 50.90 and 10 CFR 50.54(p). PSEG requests that Enclosures 1, 2 and 3, which contain security-related information, be withheld from public disclosure in accordance with 10 CFR 2.390.

There is no adverse impact to the original No Significant Hazards Consideration Determination submitted in reference 1. As stated in reference 5, it is the NRC's intention to include wording in the license amendment authorization page which states that all subsequent changes to the NRC-approved CSP implementation schedule will require prior NRC approval pursuant to 10 CFR 50.90. As a result, the previously submitted commitments regarding the Salem - Hope Creek CSP implementation schedule will be superseded by the pending license amendment approval. There are no additional commitments contained within this letter.
