SECURITY-RELATED INFORMATION - WITHHOLD UNDER 10 CFR 2.390'JUL 14 201G Document Control Desk Page 2 LR-N10-0235 PSEG Nuclear submitted a request to the NRC for approval of the Salem-Hope Creek Cyber Security Plan on November 23, 2009 (Reference 1). Subsequent to that submittal, the NRC responded (Reference 2) with a request for PSEG Nuclear to provide a revised submittal which would address the NRC's significant generic concerns with the original submittal. Based on direction provided in Reference 2, PSEG Nuclear is hereby officially withdrawing its original request (Reference 1) (ADAMS Accession No. ML093350605) as submitted in its entirety and concurrently, in accordance with the provisions of 10 CFR §50.4 and §50.90, submits this revised request for an amendment to the Facility Operating Licenses (FOL) for Salem Nuclear Generating Station Unit 1 and Unit 2 and Hope Creek Generating Station. This proposed amendment requests NRC approval of the Salem-Hope Creek Cyber Security Plan, provides an implementation schedule, and adds a sentence to the existing FOL Physical Protection license condition to require PSEG Nuclear to fully implement and maintain in effect all provisions of the Commission-approved Cyber Security Plan.
This proposed amendment conforms to the model application provided in NEI 08-09 Revision 6 which has been approved for use by the NRC as a template for submittal of a Cyber Security Plan (Reference 3). provides an evaluation of the proposed change. Enclosure 1 also contains the following attachments:
- Attachment 1 provides the existing FOL pages marked up to show the proposed change.
" Attachment 2 provides a table of deviations PSEG has taken to guidance provided in NEI 08-09 Revision 6. provides a copy of the Salem-Hope Creek Cyber Security Plan Implementation Schedule commitments. provides a copy of the Salem-Hope Creek Cyber Security Plan which is a stand alone document that will be incorporated by reference into the Salem-Hope Creek Physical Security Plan upon approval. PSEG Nuclear requests that Enclosures 1, 2 and 3, which contains sensitive information, be withheld from public disclosure in accordance with 10 CFR 2.390.
In accordance with 10 CFR 50.91, a copy of this application, with attachments, is being provided to the designated Official for the State Of New Jersey.
PSEG Nuclear requests an implementation period of 60 days for the Facility Operating License changes following NRC approval of the license amendment.
