MILLSTONE POWER STATION, UNIT 2 - END OF CYCLE 20 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT REVIEW (TAC NO. ME7352)

Dear Mr. Heacock:

By letter dated October 7,2011 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML11291A059), Dominion Nuclear Connecticut, Inc., (the licensee) submitted information pertaining to the steam generator (SG) tube inspections performed for End of Cycle (EOC) 20 in accordance with Technical Specification Section 6.9.1.9. Additional information regarding the SG tube inspections for EOC 20 was provided by the licensee in a letter dated May 1, 2012 (ADAMS Accession Number ML12130A261).

The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of these reports and concludes that the licensee provided the information required by their technical specifications and that no additional follow-up is required at this time. The NRC staffs review of the reports is enclosed.

REVIEW OF END OF CYCLE 20 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORTS MILLSTONE POWER STATION UNIT 2 DOCKET NO. 50-336 By letter dated October 7,2011 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML11291A059), Dominion Nuclear Connecticut, Inc., (the licensee) submitted information pertaining to the steam generator (SG) tube inspections performed for End of Cycle (EOC) 20 in accordance with Technical Specification Section 6.9.1.9. Additional information regarding the SG tube inspections for EOC 20 was provided by the licensee in a letter dated May 1, 2012 (ADAMS Accession Number ML12130A261).

Millstone Power Station Unit 2 has two SGs, and each SG contains 8,523 thermally treated Alloy 690 tubes. Each tube has a nominal outside diameter of 0.75 inches and a nominal wall thickness of 0.0445 inches. The tubes were hydraulically expanded at both ends for the full depth of the tubesheet. The tubes are supported by type 410 stainless steel lattice grids.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g.,

tube plugging) taken in response to the inspection findings.

Based on a review of the information provided, the Nuclear Regulatory Commission (NRC) staff concludes that the licensee provided the information required by their technical specifications. In addition, the NRC staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly deSigned and operated units.
