In Reference 1, Nuclear Management Company, LLC (NMC) submitted an LAR for the Prairie Island Nuclear Generating Plant (PINGP) Units 1 and 2 to revise Surveillance Requirement (SR) 3.8.1.9 to require that the EDG load test is performed at or below a power factor of 0.85. To support the review of Reference 1, the NRC Staff has requested additional information which is provided in Enclosure 1 to this letter. NMC submits this supplement in accordance with the provisions of 10 CFR 50.90.

The supplemental information provided in this letter does not impact the conclusions of the Determination of No Significant Hazards Consideration and Environmental Assessment presented in the October 29, 2007 submittal.

In accordance with 10 CFR 50.91, NMC is notifying the State of Minnesota of this LAR by transmitting a copy of this letter and enclosure to the designated State Official.

Enclosure The Nuclear Regulatory Commission (NRC) Staff has requested the following additional information to support review and approval of Reference 1.

Question 1:

Describe how the proposed power factor limit was calculated to be the worst-case power factor during the most limiting operation of the EDGs [emergency diesel generators]. Provide the calculation (or the portion thereof) that shows the worst-case load profile (in both kW & kVAR) for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and the calculated worst-case power factor.

Nuclear Management Company, LLC (NMC) response:

The proposed power factor was conservatively calculated in NMC Engineering Calculation ENG-EE-021. Portions of this calculation are provided in Attachment 1 to this Enclosure which provides the information requested in this question.

Question 2:

Describe how the procedures direct operators to verify grid and Engineered Safeguards Bus voltages which limit the power factor testing (that's as close as practicable to 0.85) each time the EDG is tested per TS SR 3.8.1.9.

NMC response:

The current Technical Specifications (TS) do not have a test power factor test requirement and therefore the current procedures do not direct the operators to achieve a specific power factor or achieve a power factor as close as practicable to 0.85.

Additional guidance will be provided to the operators as part of implementation of this license amendment following approval. However, as discussed below, there may not be much flexibility for improvement over the current practices.

As discussed in the Enclosure to Reference 1, on page 7 of 13, the current Unit 1 EDG testing procedures direct the operators to adjust the VARs as close to 1000 kVARs as possible while maintaining the associated safeguards bus voltage under 4400 V.

Similarly, the Unit 2 EDG testing procedures direct the operators to keep the associated safeguards bus voltage under 4400 V while setting the VAR load to approximately 1250 kVARs.

Typically, performance of EDG testing within these limits provides a power factor which is as close as practicable to 0.85 when instrument uncertainty is considered. The 4400 V limit protects the equipment on the safeguards buses, but it also limits the reactive load that can be placed on the EDGs. The VAR limits provide a reasonable Page 1 of 3

Enclosure load on the EDGs within the voltage limit. Test data from the last twelve months for EDG D l (Unit 1) monthly tests for which the data is available and the last six months for EDG D5 (Unit 2) are presented in Tables 1 and 2, respectively, below.

Enclosure Due to its position relative to the grid, the 345 kV grid voltages at the Prairie Island Nuclear Generating Plant (PINGP) are usually maintained above the nominal voltage which also causes the plant 4160 V safeguards bus voltages to be above their nominal voltage. Examples of typical 345 kV grid voltages and 4160 V safeguards bus voltages were provided on page 7 of 13 in the Enclosure to Reference 1. Additional VARs could be loaded on the EDGs, which would lower the power factor toward the proposed TS 0.85 limit, if the 345 kV grid voltage and resultant 4160 V safeguards bus voltages are lower than typical. During implementation of this license amendment, the EDG test procedures will be revised to include additional guidance for operators to increase the VAR load if the voltage limits permit. This guidance may be in the form of nomographs which provide the operators a means of approximating the power factor achieved, instrument uncertainty information, and guidance for when and how much to increase the kVAR loading.

During performance of the 24-hour EDG load test (Surveillance Requirement 3.8.1.9),

the EDGs are considered inoperable and verification of operable paths between the offsite transmission grid and the onsite 4160 V safeguards distribution system is required within one hour and every eight hours thereafter in accordance with TS 3.8.1 Condition 8.1. This verification includes checking grid voltages (161 kV and 345 kV systems) are above the Security Analysis System voltage setpoint which assures that plant voltages will be adequate following a two unit trip; verifying the resultant 4160 V safeguards bus voltages are within the acceptance range (4000 V to 4400 V), and verifying the 480 V safeguards bus voltages are within the acceptance range (420 V to 505 V).

BY: JS 1.0 Purpose and Summary Result The purpose of this calculation is to provide a documented list of plant loads to support an SI event coincident with a LOOP (Design Basis Accident, DBA), to determine diesel generator state loading by event time periods after the seven step load sequence, and to determine the necessary power factor the diesel generators will be required to support by time period.

The results of this calculation demonstrate that the loading on the Emergency Diesel Generators remain below the continuous duty rating of the Emergency Diesel Generators for all four analyzed time periods. It also demonstrates that the power factor required by the Emergency Diesel Generator loads is within the capability of the Emergency Diesel Generators. For specific values see section 7.0 Conclusions.

2.0 Methodology 2.1 The MCC's shared by both units (1T1, 1T2, 1MAl, 1MA2, IAB 1, and 1AB2) are to be switched to the unit being analyzed. The transferable MCC's could be aligned to either unit at the start of the event and therefore to maximize analyzed loading, the transferable MCC's are included as loading for each possible supply.

2.2 Passport Report WM-0414, Engineering Motor Data Report was sorted by loads identified as operating in each time period and then sorted by MCC. The following methodology was used to determine the loading periods identified in the report.

2.2.1 When three or more similar loads (charging pumps) are distributed between the two trains and normal demand is for at least two operating loads, all will be assumed to be running unless prohibited by operating procedures. In that case, the operating procedure restriction may be applied after taking account of an Auto Start.

2.2.2 Restart of loads will be performed per Operating Procedures (i.e. charging pumps).

2.2.3 All loads started by an SI signal are assumed to run indefinitely unless stopped as a result of the change from Injection to Recirculation phase, or as a result of a manual stop as called for in an operating procedure.

BY: JS 2.2.4 To account for single train operation or worst case combination, redundant loads assigned to separate trains will be assumed to run as follows for diesel generator loading purposes: Two redundant 100% capability loads assigned to different trains will each run.

2.2.5 Auxiliary loads that support major equipment such as those for diesel generators, cooling water pumps, etc. will be assumed to be running unless they are specifically load shed by their control circuitry from the major equipment or another source. They may be subsequently classified as stopped if specifically called for in an operating procedure.

2.2.6 Loads assumed to be in Standby mode and therefore not operating are justified based on operating procedure restrictions or good operating practice. Otherwise they are assumed to be running.

2.2.7 All 480V operating loads prior to a LOOP which do not maintain a start signal are assumed to stop running. The following loads with seal in contacts and no other start signal will be lost:

Per operating procedures, these loads will be restored to operating at the time interval listed next to each.

2.2.8 This calculation is divided into four time intervals. These four time intervals were previously established for the design basis accident (DBA):

2.3 This resulted in four load listings which contain the applicable kilowatt (Actual kW) and kilovar (Actual KVA) loading on the MCC for the time period specified.

The kilowatt and kilovar loading is totaled per MCC. Loads which were identified as intermittent then had their kilowatt loading reduced to 50% per assumption 4.2.f.

2.4 The kilowatt, kilovar and kilowatt loading adjusted for intermittent loads is then summed per MCC for the associated time interval.

BY. JS 2.5 After the loading for each MCC for each time interval was determined, the loading on each EDG for each time interval was calculated. Transferable MCC's were included as loading on each applicable EDG. The loading is identified per EDG per time period by MCC and then summed to arrive at total kilowatt loading per EDG for each time interval.

2.6 The power factor for each EDG for each time period was then determined by summing the total kilowatt loading on each EDG and the total kilovolt ampere loading. No reductions for intermittent operation were taken for power factor determination since the power factor is the total kilowatt loading divided by the total kilovolt ampere loading. Reducing this fiaction by taking credit for intermittent operation would arrive at a possibly non-conservative power factor.

3.0 Acceptance Criteria 3.1 For the four time intervals in the Design Basis Accident, the total KW values for each steady state load period, including allowances for cable and transformer losses, are calculated and compared to the D I D 2 steady state KW rating 2750 KW. In addition, the initial loading (in the first 5-10 minutes) can be evaluated for possible use of the D I D 2 cumulative rating of 30 minutes in excess of 3000 KW not to exceed 3250 KW. [Ref. 9.31 3.2 For the four time intervals in the Design Basis Accident, the total KW values for each steady state load period, including allowances for cable and transformer losses, are calculated and compared to the D51D6 continuous rating of 5400 KW, and not to exceed the 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> rating of 5940 KW. [Ref. 9.31 3.3 The total Power Factor values for each steady state load period are calculated.

The calculated Power Factors are then compared the rated EDG Power Factor rating. All four EDG's have a rating of 0.8 for Power Factor. [Ref. 9.31 NOTE: At the time of the writing of this revision, an LAR was being prepared to specify that a Technical Specification Surveillance requirement for testing the EDG's at a Power Factor of 0.85. Should a &re revision of this Design Calculation arrive at a Power Factor of less than 0.85, the Technical Specification Surveillance requirement should be revisited.

a. It is assumed that Transformer losses conservatively bounded at 2% of the 480V loading for 41601480V transformers in the motor list.

Basis: Conservative assumption for ease in calculation. Previous experience performing load flow calculations with ETAP has shown that total losses from both cable and transformer losses are usually less than 1%.

b. It is assumed that Cable losses are conservatively bounded at 3% of the total running load.

Basis: Conservative assumption for ease in calculation. Previous experience performing load flow calculations with ETAP has shown that total losses from both cable and transformer losses are usually less than 1%.

c. It is assumed that all distribution panels will be assumed loaded to the lesser of either the nameplate value of their associated distribution transformer (with a 0.9 power factor), or as defined by a referenced design basis load calculation. Lighting loads will assume connected load and receptacle loads will assume transformer load.

Basis: Conservative assumption to maximize loading on the EDG.

d. It is assumed that Motor Operated Valves are not assumed to significantly affect the steady state loading of the EDG's.

Basis: The typical loading of an MOV is less than 1 kW and the typical stroke time is less than 30 seconds.

e. It is assumed that Motor Operated Valves are not assumed to significantly affect the steady state power factor of the EDG's.

Basis: The typical loading of an MOV is less than 1 kW and the typical stroke time is less than 30 seconds. Operation of a generator with a power factor other than 1.0 results in heating of various parts of the generator. This is a long term concern of maintaining cooling to the generator therefore a short transient is not of concern.

Also since the MOV loading is usually less than 1 kW and the total generator loading is greater than 1 100 kW, the overall change in the power factor is extremely small.

f. It is assumed that loads identified as intermittent loads operate at full load for 50% of the loading interval.

Basis: Loads such as diesel oil he1 transfer pumps and boric acid tank heaters operate irregularly but less than 50% of the time. Accounting for these loads operating at 50% of capacity is a conservative assumption to allow for a reasonable estimate of loading impact on the emergency diesel generators.

g. It is assumed that the loading on the battery chargers is reduced to steady state I&C loads within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> and remains at this loading for the 1 Hour to 14 Day time period.

Basis: The battery chargers are automatically re-energized at step I or when the EDG's output breakers have closed. Conservatively assuming the battery chargers do not provide output current for 20 more seconds, the batteries only supply current without the charger for 30 seconds. This current is limited to 800 amperes by a fused disconnect between the battery and the DC distribution cabinet {Ref. NF-40301-1and Passport Equipment Database for 1 1 BATTIDISC; NF-40301-2and Passport Equipment Database for 12 BATTIDISC; NF-40547-1and Passport Equipment Database for 21 BATT/DISC; NF-40547-2and Passport Equipment Database for 22 BATT/DISC). 800 amperes for 30 seconds is 6.67 amp-hrs. The battery chargers are capable of supplying 300 amperes {Ref. USAR 8.5.3). Normal steady state I&C loads range from 16 amps on battery 22 to 39 amps on battery 11 as shown in attachment 10.1. Conservatively assuming all battery steady state I&C loading is 50 amps means that the battery chargers can supply 250 amps in excess of loading for 59.5 minutes which will easily fully recharge the batteries and result in a loading on the battery chargers of 50 amps at the maximum float voltage of 130.5VDC or 6.525 kW. For the time period 1 Hour to 14 Days the affected plant is in the long-term decay cooling mode with no major DC loads such as 4160 VAC breaker spring charging motors, EDG field flashing, inverters (inverter loading is carried on the EDG's), etc., being anticipated therefore loading on the battery chargers should be limited to battery float current and normal I&C loading.

BY: JS 5.0 Inputs 5.1 The actual KW, actual KVA, and load interval characterization for each load fed fiom emergency diesel generator backed busses were taken fiom existing data in the plant equipment database (Passport). The data was extracted from Passport Report WM-0414, Engineering Motor Data Report, run on 09/06/07. The following changes were made to that data to account for plant changes that have not been incorporated into the plant Equipment database:

5.1.1 MTR 11 IF 11 BATT Charger - Load of 39.15 KW actual and 44.24 KVA actual included in each loading interval (see ENG-EE-02 1, Revision 2, Addendum 1). Assumption g changes the 1 Hour to 14 Day loading to 6.53 kW.

5.2 USAR Section 8 - Plant Electrical Systems, Revision 28. The bounding case for diesel steady state loading is defined to be a LBLOCA in conjunction with a LOOP.

BY: JS 7.0 Conclusions As shown by the following summary table, the kilowatt loading on Dl and D2 remains below the continuous duty rating of 2750 k W for both machines for all time periods. Likewise the kilowatt loading on D5 and D6 remains below the continuous duty rating of 5400 kW for both machines for all time periods.

Similarly the summary table demonstrates that the power factor for all four EDG's is greater than their rating of 0.8 for all time periods. NOTE: At the time of the writing of this revision, an LAR was being prepared to specify that a Technical Specification Surveillance requirement for testing the EDG7sat a Power Factor of 0.85. Should a future revision of this Design Calculation arrive at a Power Factor of less than 0.85, the Technical Specification Surveillance requirement should be revisited.
