L-MT-16-045 Page 1 of 6 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION LICENSE AMENDMENT REQUEST TO REVISE BATTERY CHARGER SURVEILLANCE REQUIREMENT 3.8.4.2 On April4, 2016, NSPM submitted a license amendment request proposing a change to the Technical Specifications (TS) for the Monticello Nuclear Generating Plant (MNGP).

The proposed change revises Specification 3.8.4, "DC Sources- Operating", SuNeillance Requirement (SR) 3.8.4.2 to increase the required 125 VDC subsystems battery charger output current and to remove the second method specified to perform the suNeillance. On August 31, 2016, the NRC requested the following additional information. The responses to this request for additional information are provided below.

RAI1 TS Bases Page 8.3.8.4-7, regarding SR 3.8.4.2 states as follows:

The ampere requirements are based on the output rating of the chargers for Division 1 and the rating of circuit breakers in the associated distribution cabinet for Division 2. The voltage requirements are based on the charger voltage level after a response to a loss of AC power. The time period is sufficient for the charger temperature to have stabilized and to have been maintained for at least 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. , Pages 5 and 6 of the LAR states:

The 125 VDC System battery charger sizing was evaluated by calculating the re-charge times considering the coincident 125 VDC System loads also supplied by the charger, utilizing the IEEE 946-1985 methodology.

MNGP Updated Safety Analysis Report [USAR] Section 8.5.2.1 states: Each 125 VDC [battery] charger is capable of carrying the normal 125 VDC load and at the same time supplying additional charging current to keep the batteries in a fully charged condition.

IEEE 946-1985 recommends that a battery charger have an output current capability greater than the continuous loads plus the largest combination of non-continuous loads that would be likely to occur simultaneously during normal plant operation. This criterion is met if the battery charger output current exceeds the normal continuous system loads by an amount adequate to bound the non-continuous load combinations likely during normal plant operation.

L-MT 045 Page 2 of 6 Explain the above apparent discrepancy in terms of the basis for sizing of the 125 VDC battery charger in the TS bases statements and LAR and USAR statements.

Response to RAI1 As discussed in the USAR, the 125 VDC battery chargers are sized to charge the batteries while supplying the normal continuous DC loads. The design criteria in the 125 VDC battery charger sizing calculation (Enclosure 1 of the LAR) are based on a lower limiting value, i.e., to justify that adequate current exists to meet design requirements. The sizing calculation also provides technical justification for the upper limit on 125 VDC charger output current (limiting re-charge current to an acceptable value).

The sentence "The ampere requirements are based on the output rating of the chargers for Division 1 and the rating of the circuit breakers in the associated distribution cabinet for Division 2" applies ONLY to the 250 VDC System. This sentence was intended to clarify the previous sentence that states, "each Division 1 battery charger [shall] be capable of supplying

150 amps and each Division 2 battery charger [shall] be capable of supplying ;
:: 110 amps for the 250 VDC subsystems and ;::: 50 amps for the 125 VDC subsystems at the minimum established float voltage for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />." Similar to the 250 VDC System, the ampere requirement for the 125 VDC System should have been stated. This condition has been entered into the Corrective Action Program. As part of the LAR draft TS Bases changes were provided for information. Additional changes to the affected TS Bases paragraph to address these conditions are overlaid on those previous changes as shown in the mark-up below.< 1l This SR provides t\,vo options. One option requires that each Division 1 battery charger be capable of supplying ?: 150 amps and each Division 2 battery charger be capable of supplying ?: 11 0 amps for the 250 VDC subsystems, and ?: 75 amps for the 125 VDC subsystems, at the minimum established float voltage for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />. The ampere requirements for the 250 VDC System are based on the output rating current limit setting of the chargers for Division 1 and a current limit setting reduced to accommodate the rating of circuit breakers in the associated distribution cabinet for Division 2 (Ref. 11). The ampere requirement for the 125 VDC System is based on the current limit setting of the chargers. The voltage requirements are based on the charger voltage level after a response to a loss of AC power. The time period is sufficient for the charger temperature to have stabilized and to have been maintained for at least 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.

L-MT 045 Page 3 of 6 RAI2 In LAR Enclosure 2, the licensee provided MNGP Calculation 91-006, Revision 4, "125 VDC Battery Charger Sizing." According to this calculation, and consistent with USAR Section 8.5,

"[e]ach 125 VDC charger is capable of carrying the normal load and at the same time supplying additional charging current to keep the batteries in a fully charged condition."

Additionally, IEEE 946-1985 recommends that the charger output current capability is greater than the continuous loads plus the largest combination of non-continuous loads [as defined in IEEE 485-1983, Section 4.2.2] likely to occur simultaneously during normal plant operation.

IEEE 485-1983, Section 4.2.2, states as follows:

Non-continuous loads are energized during only a portion of the duty cycle.

These loads may come on at any time within the duty cycle and may be on for a set length of time; be removed automatically or by operator action; or continue to the end of the duty cycle. Typical non-continuous loads are:

(1) Emergency pump motors (2) Critical ventilation system motors (3) Communication system power supplies (4) Fire protection systems Provide the non-continuous loads and their ampere rating considered for the battery charger sizing based on normal operation criteria.

Response to RAI 2 Calculation 91-006 Revision 4, "125 VDC Battery Charger Sizing" states that more than 45 amps of charger output is available to supply non-continuous loads during normal plant operation. The 125 VDC System loads existing in the load flow and cell sizing calculation software model for Division I and II are included as Attachments 1 and 2 to this enclosure, respectively. All devices with a load value of 1.0 ADC or more were individually reviewed and classified as either Momentary (short duration, not exceeding one minute), Continuous (normally energized and carried by the battery charger), Emergency (not expected to be energized during normal operation) or Non-Continuous (as defined above.) On each division, 4.40 amps of non-continuous loads were identified.

In consideration of the small magnitude of identified non-continuous loads it was concluded that non-continuous loads present during normal plant operation would not exceed 45 amps.

L-MT-16-045 Page 4 of 6 RAI3 On page 11 of the Battery Charger Calculation attached to the LAR, the following is stated:

Note that AR [action report] #011311 03 documented an issue with the 2nd method of determining acceptance for Tech Specs surveillance requirement SR 3.8.4.2, i.e. that the battery chargers can accomplish a re-charge in

<= 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> after a design basis discharge event (SBO). AR # 01456839 formally documented this issue as a non-conservative Tech Specs surveillance requirement and established administrative limit for the first method of meeting SR 3.8.4.2. The administrative limit 125 VDC system battery charger output current was established as >= 75 amps.

On pages 11 and 12 of the Battery Charger Calculation attached to the LAR, the following is also stated:

Final resolution of the Tech Spec issue described in ARs 01131103 and 01456839 requires a permanent change to the 1st method of meeting SR 3.8.4.2. The criteria should be changed to>= 75 amps for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> (as is presently administratively controlled).

On Page B.3.8.4-3 of TS basis, the following is stated: "Each station battery charger has sufficient excess capacity to restore the battery from the design minimum charge to its fully charged state within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> while supplying normal steady state loads." However, the NRC staff notes that USAR, Section 8.5 does not provide the basis for a battery charger capability of recharging a discharged battery within a certain time period for both 250 VDC and 125 VDC subsystems.

Explain why the USAR does not provide a basis for a battery charger capability of recharging a discharged battery within a certain time, consistent with TS bases and the LAR calculations for re-charging a discharged battery.

Response to RAI 3 The USAR describes the Design Basis for station battery charger sizing which, rather than providing for a particular recharge time under specific load conditions, assures the capacity to provide a float charge to the batteries while carrying certain system loads. Specifically, "Each 125 VDC [battery] charger is capable of carrying the normal 125 VDC load and at the same time supplying additional charging current to keep the batteries in a fully charged condition."

The 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> recharge time referenced in this "Background" section of the TS Bases was not excerpted from the charger sizing Design Basis in the USAR, but was rather inadvertently incorporated from the standard wording from NUREG-1433, Revision 3, during Monticello's transition to the improved Standard Technical Specifications (ITS). A correction to the TS

L-MT 045 Page 5 of 6 Bases was included for information<2) as part of the LAR (Enclosure 1, Attachment 2). The battery charger sizing calculation included with the LAR compares the calculated recharge time with industry recommendations. This comparison is solely a prudent engineering practice and the battery charger sizing Design Basis remains as described in the USAR.

RAI4 According to MNGP, USAR, Section 8.5.2.2, the 125 V Battery Chargers have a DC output rating of 80 Amps for main chargers and 50 Amps for the Common Standby Charger. In TS Bases 3.8.4, regarding Action A.3, the following is stated:

Required Action A.3 limits the restoration time for the inoperable battery charger to 7 days. This action is applicable if an alternate means of restoring battery terminal voltage to greater than or equal to the minimum established float voltage has been used (e.g., balance of plant non-Class 1E battery charger). The 7 day Completion Time reflects a reasonable time to effect restoration of the qualified battery charger to OPERABLE status.

Based on above, the 7 day Completion Time is applicable if a spare [common standby] battery charger can serve the purpose of a Class 1E main battery Charger becoming inoperable for 7 days. Since the 125 VDC Common Standby Charger is rated only 50 amps, and the SR 3.8.4.2 for the main chargers is proposed to be revised from 50 amp to 75 amps, explain how the spare/Common Standby Battery Charger of 50 amp rating can serve the purpose of a main charger of 80 amp rating for 7 days, to meet the intent of TS 3.8.4, Action A.3.

Response to RAI 4 The USAR was incorrect. The As-Left current limit setting for all three 125 VDC Battery Chargers (010, 020 and 040) is 78 to 80 amps. This issue was entered into the Corrective Action Program and the USAR has been revised. All three 125 VDC battery chargers supply

75 amps and therefore satisfy the requirements of Specification 3.8.4, Required Action A.3.

RAI5 According to the first option of the SR 3.8.4.2, the 125 VDC charger is required to verify that it can supply;::: 75 amps at greater than or equal to the minimum established float voltage for

Briefly explain how the SR is performed for the first option, and the actual output voltage and current limit settings used during performance of SR 3.8.4.2.

Response to RAI 5 The battery charger capacity test demonstrates the equipment's ability to provide the output current and voltage required to meet the DC subsystem design requirements. The test is performed with the charger supplying a load bank while maintaining voltage at or above the required float voltage. For the 4-hour test duration, the output current is verified to remain above the minimum value considered in the battery charger sizing calculation and the charger output voltage is verified to remain equal to or greater than the battery cell manufacturer's minimum required float voltage. The voltage and output current design requirements are lower than the rated capacity of the battery charger.

The 125 VDC normal and standby battery chargers are made by C&D (model ARR130K100F-MOD) The specifications for this charger model are:

To perform the battery charger capacity test for SR 3.8.4.2, a resistive load bank is connected to the charger output and programmed to control load at 76 to 78 amps. No adjustments are made to the battery charger settings for the surveillance which remain at the normal as left current limit setting of 78 to 80 amps and the normal float voltage setting of 129.5 VDC to 130.5 VDC. For the duration of the test, the charger output current and voltage are monitored to verify that load current remains above the design requirement value of 75 amps and that float voltage remains above the cell manufacturer's minimum required float voltage value of 127.6 VDC.
