Monticello Nuclear Generatinq Plant Committedto Nudearx Operated by Nuclear Management Company, LLC L-MT-04-022 April 2, 2004 10 CFR 50.54(q) 10 CFR 50, Appendix E U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555 Monticello Nuclear Generating Plant Docket 50-263 License No. DPR-22 Monticello Emergency Plan, Revision 25 and Emergency Plan Implementing Procedure A.2-1 01, Revision 32 Pursuant to and in accordance with the requirements of 10 CFR 50.54(q) and 10 CFR 50, Appendix E, Section V, Nuclear Management Company, LLC (NMC), is providing the NRC with Revision 25 of the Monticello Nuclear Generating Plant (MNGP) Emergency Plan and Revision 32 of Emergency Plan Implementing Procedure A.2-101.

The changes included in Revision 25 of the MNGP Emergency Plan were developed in response to a review of Emergency Action Level (EAL) changes that were performed since the latest NRC approved version of the MNGP Emergency Plan. The EAL changes restore compliance with the NRC approved version, that is, the changes revert back to Revision 2 of the MNGP Emergency Plan. The changes were evaluated against the criteria of 10 CFR 50.47, 10 CFR 50, Appendix E, and other NRC guidance documents and NMC determined that the changes do not reduce the effectiveness of the Monticello Emergency Plan. Therefore, NMC is not requesting NRC approval of the enclosed Emergency Plan.

The MNGP Operations Committee has reviewed these revisions. In addition, in accordance with 10 CFR 50, Appendix E, Section IV.B, the state and local counties have concurred with the EAL changes contained in Section 4.0 of the MNGP Emergency Plan.

The enclosures to this letter replace in their entirety the superseded copies of the MNGP Emergency Plan (Revision 24) and Emergency Plan Implementing Procedure A.2-101 (Revision 31). Enclosure 1 provides a summary of significant changes to the MNGP Emergency Plan. Changes are indicated by a vertical line in the margin of the emergency plan in Enclosure 2 and the implementing procedure in Enclosure 3.
