Enclosed is Revision 37 to issue 4 of the Beaver Valley Power Station (BVPS) Physical Security Plan (PSP) (Base Plan, Safeguards Contingency Plan, and the Traming and Qualification Plan). These changes are being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 37 changes include the following:

1. The Base Plan Chapter 1 and Figure 1-1 included a revision to the identified organizational structure. The Senior Vice President Nuclear Services Group is now assigned the executive responsibility for the implementation of the Physical Security Plan in the organizational structure.
2. The Base Plan Chapter 1 was revised to include an increase in the minimum personnel required on shift. The position of a second Response Team Supervisor and the two CAS/SAS Supervisor Relief positions were included in the list of Security personnel assigned to a shift.
3. The Safeguards Contingency Plan Chapters 8 through 14 were revised to update a previously submitted administrative title change from the contractor position of Security Shift Supervisor to that of Security Shift Captain. Also, for consistency, a i reference to Duquesne Light Company in Chapter 14 was replaced with the word j

" licensee" for Events 13A and 13B.

4. The Safegursds Contingency Plan Chapters 4,14 and 16 were revised to correct typographical errors identified for Event 3, Event 13B, and Event 15. '
