Withdrawal of Proposed Revisi. 2 2F to the Inservice Testing Program By letter dated June 9,1998, Duquesne Light Company (DLC) submitted proposed Revision 2F to the Beaver Valley Power Station Unit 2 (BV-2) Inservice Testing (IST)

, Program. This revision included two (2) relief requests which were submitted to the NRC for review and approval in accordance with 10 CFR 50.55a(a)(3Xii).

The two relief requests concerned testing of the low head safety injection (LHSI) pumps and their associated check valves at the next refueling outage (2R07). DLC believed that the relief requests were necessary, since this outage will not occur within the frequency in Technical Specification 1.21, Table 1.2, which defines "R" (Refueling) as "at least once per 18 months." J On June 30,1998, a telecon between members of the NRC and DLC staffs was held to discuss the subject relief requests. The NRC staff members informed DLC that l the relief requests were unnecessary since a refueling outage testing frequency in the ASME Code only requires testing to be performed during a refueling outage. The basis for this conclusion is that the ASME Code literally specifies refueling outage, which is l an event, not a specific time frequency. Based on this, it is also DLC's understanding l that the ASME Code definition of refueling frequency only applies to the IST Program, l

and does not apply to technical specifications required testing that is to be performed at IO l an "R" frequency. -

frequency. Therefore, based on the understanding described above, DLC withdraws proposed Revision 2F to the BV-2 IST Program in its entirety. In order to ensure that the above understanding is correct, DLC requests that the NRC acknowledge the above position in writing.
