In Reference 1, Florida Power & Light Company (FPL) submitted a revised Physical Security Plan, Training Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program (PSP) in accordance with the provisions of 10 CFR 50.54(p)(2). This submission is in response to the NRC Request for Additional Information contained in Reference 2. The FPL response is attached. FPL commits to submitting a revised PSP as discussed in the attachment no later than March 29, 2013.

Florida Power & Light Company L-2013-026 Response to NRC Request for Additional Information Response to NRC Request for Additional Information Regarding Turkey Point Physical Security Plan Revision 15 The Florida Power & Light Company (FPL) response to the additional information requested by the NRC letter dated December 18, 2012 follows:

NRC Request 1 Section 14.5 of the PSP contains a list of vital areas that does not include the reactor control room. This appears to be an administrative oversight as the vital area list in Revision 14 of the Turkey Point PSP included the reactor control room. Confirm that the reactor control room is designated and protected as a vital area consistent with the requirements of 10 CFR 73.55(e)(9).

Confirm that appropriate changes will be made during the next revision of the site's security plans to include all areas of the site that are designated and protected as vital areas.

FPL Response FPL acknowledges that an administrative oversight occurred which omitted the reactor control room from the list of vital areas. Upon further review, additional vital areas that were listed in the previous revision of the PSP were also inadvertently omitted from Revision 15. FPL will submit a revision to the PSP to remedy the omission no later than March 29, 2013.

NRC Request 2 The critical task matrix (CTM) within the T&QP identifies the minimum critical tasks that each duty position within the security organization is trained and qualified to perform consistent with 10 CFR Part 73, Appendix B VI. Though the CTM indicates that armed security officers are trained and qualified in Critical Tasks 22, 24, 25, 27, and 28, it is unclear that armed responders and armed security officers with armed response duties are intended to be included in the armed security officer column of the CTM, and are trained and qualified in those critical tasks.

Confirm that armed responders and armed security officers with armed response duties at the site are trained and qualified in critical tasks 22, 24, 25, 27, and 28. Confirm that appropriate changes will be made during the next revision of the site's security plans to clearly identify the minimum critical tasks that each duty position must be trained and qualified to perform.

FPL Response FPL acknowledges that the CTM needs clarification. Note that all security personnel must meet the minimum standard of an armed security officer prior to being qualified to perform on shift responsibilities. FPL will revise the PSP to clarify this requirement and submit it by March 29, 2013.
