The Turkey Point Fitness for Duty Program uses a random testing rate of at least 50%. contains the Fitness for Duty Program performance data, as well as, a list of events reported and a summary of any management actions taken. Attachment 2 contains the Annual Fatigue Management Summary as required by 10 CFR Part 26.203(e).

Random test rates are as follows:

Management Actions For the reporting period of 2010, twenty (20) individuals were denied unescorted access authorization after testing positive for drugs or alcohol. By test type, thirteen (13) pre-access tests, one (1) follow-up, one(l) for cause - observed behavior test and five (5) random tests were positive.

Follow-Up Test One hundred and fifteen follow-up tests were conducted with one positive test results reported.

Pre-Access Positive Tests Four (4) Initial contractor individuals tested positive for Marijuana. Three (3) Reinstatement contractor individuals tested positive for Marijuana. Two (2) initial contractor individual tested positive for Cocaine. Two (2) Reinstatement contractor individual tested positive for Alcohol. These individuals were denied access. One (1) Initial contractor individual Refused to test after providing a specimen with no temperature. One (1) Initial contractor refused to supply any urine sample. These individuals were permanently denied access.

Random Positive Test Two (2) Contractor individuals tested positive for Marijuana. Two (2) Licensee employees tested positive for Alcohol. These individuals were denied access. One (1) contractor employee refused to test and was permanently denied access.

Additional Comments

1. There was One (1) possible subversion attempt during the 2010 reporting period. A specimen with no temperature was submitted on a pre-access test. The individual refused to provide an observed specimen. The information is listed under pre-access test above.
2. For the 2010 reporting period, all blind specimens submitted to Turkey Point Nuclear Plant HHS-certified laboratory yielded expected results.

Reportable Events Turkey Point Nuclear Plant had Two (2) Twenty-four Hour Reportable events in 2010. On March 10, 2010, a contractor supervisor tested positive for Alcohol based on a for-cause test. On October 26, 2010, a licensee supervisor tested positive for alcohol based on a random test. Access was denied to both.
