Of the areas inspected, one item of noncompliance was identified in the area of deficiency reporting.

The inspection involved 72 inspector hours on-site by three NRC inspectors.

Features to reclude interchan in class 1E and non Class lE circuit breakers.
The General Electric 4160 volt and Gould 480 volt Class lE and non Class 1E circuit breakers were examined.
The inspector observed that the circuit breaker guide rails and blocking devices were in different locations for the Class lE breakers compared to the non Class IE breakers to prevent interchangeability.

"equality Trend Reporting" was reviewed.
The revision more clearly defines trend reporting criteria and analysis.
In addition, recent trend analysis reports were reviewed.
The inspector considers the program working adequately and this item closed.

Structural Concrete - ualit Records Review Records pertaining to concrete production and placement activities for the Unit 3 basemat (placement no.
3C012 and 3C013) were examined for conformance with licensee procedures and specifications.
No items of noncompliance or deviations were identified.

Containment Steel Structures and Structural Steel Weldin a 0 Observation of Work and Work Activities Structural steel activities associated with the Unit No.
3 containment liner plate were observed for conformance with licensee procedures and specifications.
The following activities were observed:
(1) liner plate storage, (2) in-process erection and installation, (3) welding of liner plate anchors to plate, (4) fit-up and welding of adjacent plate sections, and (5) examination of completed weld seams.
The following horizontal and vertical weld seams were examined:

Review of ualit Records The quality records associated with 23 Unit No.
3 containment liner plate panels were examined for conformance with applicable codes and standards.
The records examined included, receipt inspection reports, charpy impact, weld filler material, chemical and physical, and NDE test results.
Records of welder performance qualification for the weld seams indicated above were also examined.
No items of -noncompliance or deviations were identified.

Electrical Cable Installation Electrical cable installation in Unit 1 was examined to ascertain compliance with appropriate Bechtel construction specifications and inspection instructions.
The following six installed power cables were examined:
lEPE01AC1C (Phase A,
B and C) and lEPE02AClC (Phase A,
B and C).
These cables were routed'hrough conduit and cable trays from diesel generator A
to the diesel generator control board.
Attributes checked included cable identification, routing, bend radius, and protection.
In addition, cable pull quality records including tension calculations were reviewed.
No items of noncompliance or deviations were identified.

Licensee Processin of Deficienc Re orts On February 7, 1980 the licensee informed the resident inspector about a deficiency concerning ASME III Class 3 pipe welds.
Visual examination had been performed on these pipe welds rather than MT, PT, or RT as required by the ASME Code.
At that time, the licensee considered the deficiency to be potentially reportable per the requirements of
CFR 50.55(e).
A written report was submitted to the NRC Regional Office on April 10, 198 Paragraph (3) of 10 CFR 50.55(e)
requires that the holder of a construction permit submit a written report on a reportable deficiency within thirty (30) days to the appropriate NRC Regional Office.
The failure of the licensee to submit a written report within 30 days is considered an apparent item of noncompliance (50-528/80-06/Ol).

Alle ation Concernin Construction Activities a

Summar of Allegation b.
On Narch
and 25, 1980 the licensee reported that they received allegations from a former Bechtel electrician.
The allegations concerned containment building settlement, quality of materials used in the water reclamation system (non-safety related),
and ability of Bechtel as a constructor.
Investi ation and Findin s
On April 18, 1980 the alleger (employed by Bechtel from June 11 to August 14, 1979)
was interviewed.
He indicated that he had worked on the PVC electrical conduits feeding power to the water treatment plant at PVNGS and felt they were improperly installed.
In addition, the alleger indicated that a survey crew member at PYNGS had told him that the reactor building of Unit 1 was "sinking a quarter of an inch a day".
During this investigation, the settlement-rebound monitoring specification (specification b'13-CH-302)
was reviewed with APS engineers and Bechtel surveying personnel.
The monitoring program was examined, and it was determined that reactor building settlement is being monitored per the specification.
The survey measurements show the settlement of Units
and 2 to be well within projected limits.
In reference to the electrical PVC quality and installation, the electrical superintendent and crew foreman of the alleger were interviewed.
It was determined that while the alleger worked on the site, he was only involved with installation of PVC electrical ducts leading to the water treatment plant and the fire house.
The alleger did not work in any safety related areas.
Drawing number B-E-ZYU-012, Sheet 7 was reviewed to confirm this information.
In summary, it appears that the allegations cannot be substantiated.
The reactor buildings are settling within projected limits and the electrical PVC ducts involved are not in safety related areas.
Discussions with the licensee also disclosed that their investigations did not substantiate the allegations, even for non-safety related areas.
No items of noncompliance or deviations were identifie The inspectors met with licensee representatives (denoted in paragraph 1)
at the conclusion of the inspection on April 8, 1980.
The scope and findings of the inspection as noted in this report, were discussed.
