Craftsmen Interviews The program of formal, private interviews with construction craftsmen performing key on-site work was continued.
Twenty individuals were interviewed.
No concerns were expressed about the adequacy of'onstruction and no quality related irregularities were identified to the inspector, 3. 'Unit 1 Containment Buildin Concrete llork activities associated with the final concrete placement (1C123)
for the containment dome were observed by the inspector, The placement extended from elevation 267-ft. to elevation 290.ft, and contained 1280 cubic yards of 6000 psi concrete..
The inspector examined pre-placement cleanliness of the concrete construction joint, tendon sheathing and reinforcing steel, and made 'spot checks of the spacing and tie-down of the sheathing and reinforcing steel.
In one location, at approximate 25-degree azimuth, and from approximate elevations 267-ft. to 273-ft., the spacing between two No.
9 reinforcing bars was found to exceed thy specified maximum of 14-inches.
The inspector subsequently found that the situation had been documented and properly dispositi,oned on nonconformance report No. CC-1768.
The governing drawings were 13-C-ZCS-122 and -123 for the reinforcing steel and 13-C-ZCS-, 175,
-176 and -177 for the tendon sheathing.
The pre-placement inspection checklist (LJPP/gCI No. 52) was also examined by the inspector and found to be in order.
The initial portion of the placement was observed and the specified design mix and.concrete slump value were verified.
Concrete consolidation by the vibrator crews appeared adequate.
The governining specification was 13-CH-365, Placing, Finishing and Curing of Concrete.
The inspector also observed removal of a portion of the
"she-bolts" and other equipment used for aids for finishing the concrete surface.
At that time, it was observed that the plastic membrane specified for concrete curing was in place.
No deviations or items of noncompliance were identified.
4.
Unit 2 Polar Crane Su ort Girders The inspector observed the bolting of two Mark 2 support girders to the containment liner brackets at the approximate 30-degree azimuth of the containment building.
Installation requirements were specified on Dwg. 13-C-ZCS-520.
The inspector observed that the bolts being installed were not,type ASTH A540 as specified.
The foreman in charge of the work informed the inspector that these bolts were temporary erection aids and would be replaced with the proper bolts after the entire support structure was assembled in place.
No other deviations from the specified requirements were identified by the inspector.

Unit 2 Reactor Vessel Su orts Preliminary level. and elevation adjustments on the southwest support column for the reactor vessel was observed by the inspector.
The work was being performed by a team of five millwrights working to the requirements specified on Combustion Engineering Company Dwg. No.
--14273-321-010, Reactor Vessel Arrangement and. Installation.
No deviations or items of noncompliance were identified.

Onit 2 'Auxiliary Building Mall Reinforcement
/
The inspector observed reinforcing steel installation in an interior wall of the auxiliary building at the 120-ft. elevation between N-S column lines AJ and AK and E-M column lines A5 and A6.
Bar size was 87 horizontal and 88 vertical all at 12-inch spacing.
The reinforcing steel was being properly tied in position.
The governing specification was 13-CH-375, Placing of Reinforcing Steel and the applicable drawings were 13-C-ZAS-144 and -226, Auxiliary Building-Area A2B Plan, and Sections and Details Sheet l.
No deviations or items of noncompliance were identifie.
Unit 3 Containment Basemat and Floor Liner Installation of 88 vertical tie-bars at approximate azimuth.130-degrees in the southeast portion of the basemat was observed by the inspector.
Also, installation of thickened (2 1/4-inch) floor liner, plate segment P-85 at approximate azimuth 140-degrees was observed.
The plate segment had the required vertical No.
18 reinforcing bar dowels properly Cadwelded in place.
The governing drawings were Nos.
13-C-ZCS-105 for the reinforcing steel tie-bars, and. 13-C-ZCS-201 for the liner plate segment

8.
Plant Tours The inspector toured the construction site at various times each week during this reporting period.
Particular attention was given to work in progress, pre'sence of supervision and quality control inspectors at the work locations, care and preservation of equipment, and general housekeeping practices.
No items of noncompliance or deviations were identified during the plant tours.

Mana ement Interviews The inspector met with Mr.

E. Ide, Site gA Supervisor on February 8 and 28, 1980 to discuss the scope of the inspection activities and the inspection findings as described in this report.
