Box 1700 Houston, Texas 77251 SUBJECT: NRC INSPECTION REPORT NO. 50-498/93-08; 50-499/93-08 Thank you for your letter of May 18, 1993, in response to our letter and Notice of Violation dated Apri', 19, 1993. We have reviewed your reply in response to Violation II and find that it provides no new information to that presented at the enforcement conference held on March 25, 1993.
In addition, we requested the Office of Nuclear Reactor Regulation to review your response and provide a staff generic position on the operability of overstressed motor-operated valves due to overtorquing or overthrusting. A copy of the Office of Nuclear Reactor Regulation position, dated June 3, 1993, is attached. We held -
a conference call with Mr. M. Kanavos and others of your staff on June 16, 1993, to discuss the staff position and no new information was provided at that time.
On the basis of the current staff position on the operability of overstressed motor-operated valves, as well as the fact that no new information was provided, we have concluded that prompt action to correct or adequately justify an overtorque condition affecting five South Texas Project, Unit 1, residual heat removal suction isolation motor-operated valves did not occur and that Violation II stands. We do acknowledge that acceptable corrective actions were subsequently taken by members of your staff following an

unplanned shutdown of Unit 1.
