Results: Within the program areas inspected, one apparent violation and one unresolved item were identified.

l l- The apparent violation involved inadequate actions to preclude continuing -

l problems with access control over vehicles. Specifically.. licensee records i

'

document inadequate access control over licensee designated vehicles (LOVs)

left unsecured within the PA with the ignition keys left in the vehicle In addition, continuing-instances of security officers failing to escort nondesignated vehicles withiri the PA are documented by the licensee, and the licensee has allowed LDVs to remain outside the PA overnigh The unresolved item concerned the inability of the licensee to provide documentation of the security force training during the inspection perio The relatively new document storagt. system does not store documents in such a manner that records can be easily retrieved and audited.

The inspectors determined that recent licensee changes to the Physical Security ,

Pian (PSP) have been made according to the provisions of 10 CFR 50.54(p). l (Note: A current revision to the PSP is presently undergoing review by the j program office staff.) i The false and nuisance alarm rate on the Unit 1 perimeter. detection system is a matter of concern. This concern was the subject of a meeting with the licensee ;

and the Headquarters program office on August 8, 1990, to review the system and i l STP license commitments. This issue will be coordinated and handled by the l l

program office as a licensing issue.
