Summary The NRC inspector discussed the status of completion and implementation of the emergency preparedness program with licensee representatives, examined selected documentation, and toured the Unit 1 control room', technical support center, emergency operations center and selected offsite support center The following functional areas were reviewe : Emergency Preparedness Organization The NRC inspector reviewed the latest onsite organizational structure related to the emergency preparedness program. It was noted that the

preparedness was assigned to the Emergency and Safety Services Supervisor. Three Emergency Planning Coordinators report to this supervisor. This organizational structure will be reviewed in subsequent inspections to determine if it will provide an adequate degree of management support for an operational emergency l preparedness progra b. Staffing of Emergency Response Positions The NRC inspector discussed onshift, initial response and full emergency response organizations and staffing with licensee representatives and reviewed Table C-2 of the emergency plan. It was noted that each of the functional roles in the emergency response organization were assigned personnel on a three deep basis, with two serving as alternates and one person with shared assignment c. Training Program The NRC inspector determined that the training program for both onsite and offsite response personnel had been developed. Five instructors, with one assigned solely to emergency training, were available for the onsite plant staff trainin Training of the plant staff was to begin in June and be completed by mid-Decembe Emergency drills to provide " hands on" training were scheduled to begin in July. Offsite personnel training had been initiated and was the responsibility of the emergency planning staff, i d. Accident Detection, Classification, Assessment and Protective Action Decisionmaking The NRC inspector noted that emergency plan implementing procedures containing emergency classification and action level schemes, methodology for assessment, and criteria for protective action decisionmaking had been written and approved. Training and drills on these procedures had not been initiated yet, e. Emergency Notifications The NRC inspector discussed the licensee'r; provisions for alerting, notifying and activating plant staff, offsite organizations, and the public. It was noted that procedures for notifications had been written and approved. The NRC inspector observed demonstrations of the prompt public alerting system control units, visited 2 of the 11 sirens that had been installed, and received a briefing on public notification capabilities at radio station KMK In addition, it was noted that the licensee had procured approximately 2,000 tone-alert radios'to be distributed within the 10-mile emergency planning zone. . 1

4-4 Physical Facilities, Equipment, and Supplies The NRC inspector toured the Unit 1 control room, technical support

It was noted that the onsite emergency response facilities were still.in various stages of completio The emergency operations center was completed, the control room incomplete, and work on the technical support center had just been initiate ' Communications The NRC inspector discussed the status of onsite and offsite

communications systems and equipment to support emergency communications. It was noted that a new high capacity communications system was being installed, to be completed by September. Also, provisions were made for microwave links and radio communication Ringdown systems were being provided to state and county emergency operations centers, as well as the NRC emergency operations cente A pager system was also being provided for both corporate and plant key staff to enable prompt contact in the event of an emergency requiring augmentation of the onshift staf Emergency Plan Implementing Procedures The NRC inspector noted that the licensee had provided 11 emergency plan implementing procedures (EPPs). Ten of these procedures had been approved and issued, with one procedure for evacuation and accountability still in draft for A cursory review of the subjects and details of the EPPs indicated that more attention should be give to completeness and details in order to implement all elements of the plan. A licensee representative stated that some of the plan elements were implemented in administrative and radiation protection procedure Coordination With Offsite Groups The NRC inspector inquired about coordination of emergency planning with offsite agencies and noted that the licensee had been active in offsite training and working with county and state officials to i

support preparation of the offsite emergency plans. In addition, the
