Gentlemen:

This refers to the inspection conducted by Mr. J. B. Baird of this office

during the period May 27-29, 1986, of activities authorized by NRC Construction

Permits CPPR-128 and CPPR-129 for South Texas Project, and to the discussion of

our findings with Mr. M. A. McBurnett, and other members of your staff at the

conclusion of the inspection.

Areas examined;during the inspection included emergency preparedness program

development schedules and status.for the emergency organization, training,

emergency facilities, and coordination with offsite groups.

Within these areas,

the inspection consisted of selective examination of representative schedules,

'

interviews with personnel, and observations by the inspector.

The inspection

findings are documented in th'e enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.
