  • R. G. Peck, Deputy Operation Manager The NRC inspector also interviewed other licensee and contractor employees during the course of.the inspectio * Denotes those attending the exit intervie . Licensee Action on Previous Inspection Findings (Closed) Violation (8604-01): Failure to Properly Inspect - Corrective action consisted of a reinspection of all cabinets which had been identified as completed by QC personnel. Nonconformance Reports-(NCRs)

were issued to address the discrepancies, and all Engineering,'QC, and staff personnel had been reinstructed on the requirements for the installation of electrical equipment. The NRC inspector reviewed numerous NCRs, Design Change Notices (DCNs), and Field Change Notices (FCNs) and determined the inspection-program was satisfactory.

i This item is considered close . 'QA Programs and Procedures - Instrumentation Components and Systems The purpose of this inspection was to determine whether appropriate and adequate QA procedures exist to ensure compliance with NRC requirements f , and licensee commitments for the performance of the following activities l pertaining to instrumentation components and systems: receipt, storage, l installation, construction testing, and calibration and change control.

-3- Receipt Inspection The NRC inspector examined the licensee's QA procedures for. receipt inspection of instrumentation components and systems. The procedures examined and the licensee's adherence to these procedures appeared to meet NRC requirements and licensee commitments. The procedures examined are listed below:

Receiving Inspection - WPP/QCI-4.0, Revision 12, dated April 4, 1986

Nonconforming Material Parts and Components - WPP/QCI-5.0, Revision 7, dated October 17, 1983 The examined procedures provided for adequate inspection of safety-related instrumentation upon receipt to assure that the instruments were undamaged, were in conformance with purchase specifications, and that specified inspection reports were prepare No violations or deviations were identifie Storage of Safety-Related Instrumentation The NRC inspector examined the licensee's QA procedures for the storage of safety-related instrumentation and components. The procedures examined and the licensee's adherence to these procedures appeared to meet NRC requirements and licensee comitment 'The procedures examined are listed below:

Storage and Houskeeping - WPP/QCI-13.0, Revision 10

Maintenance Inspection Reports - WPP/QCI-2 The examined procedures provided for adequate inspection to assure that special handling and onsite storage requirements were me Adherence to the procedures assured that storage requirements, including environmental protection and segregation of nonconforming material, were me No violations or deviations were identifie Installation The NRC inspector examined the licensee's QA procedures for the installation of safety-related instrumentation and components. • Instrumentation Installation - SSP-53, Revision 1

[ Storage and Housekeeping - WPP/QCI-13.0, Revision.10 In the areas. reviewed, the procedures provided instructions designed to assure that:

(1)- Instrument components (type, range, accuracy, material, etc.) were identified, located, oriented, and supported as specified; (2) Physical separation and independence requirements of redundant components were met;

(3) Slope of instrument lines were as required; (4)' Interface controls were adequate when multiple contractors were involved; and (5) Special handling, installation, and maintenance requirements, including those pertaining to protection,.

preservation of internal cleanliness, and maintenance of component qualification requirements, were me No violations or deviations were identified.

i d. Construction Testing and Calibration

, The NRC inspector examined the licensee's QA procedures for the testing and calibration of safety-related instrumentation and

,

components. The procedures examined are listed below:

Construction Work Package - SSP-36, Revision 2

.

Work Package Statusing - SSP-7, Revision 0

Measuring cnd Test Equipment Control - ASP-23, Revision 5

System Completion and Release for Test - SSP-3, Revision 4

  • Material Control - SSP-13, Revision 2 In the areas reviewed, the procedures ensured that:
(1) All safety-related aspects of construction specifications, i drawings, and work instruction were included in scope of planned inspection; (2) The inspection requirements and acceptance criteria were sufficient to determine whether the components and their i

The procedures examined are listed below:

Field Control of Design Documents - WPP-3, Revision 18

Field Change Requests - SSP-49, Revision 1

Non Conformance Reporting - SSP-8, Revision 2

Indoctrination and Training of Site Personnel - SSP-55, Revision 0 In the areas reviewed, the procedures ensured that:

(1) The retrieval of voided drawings and specifications was controlled; and (2) Field changes were subject to adequate design control and were incorporated into the as-built record . Exit Interview The NRC inspector met with licensee representatives (denoted in paragraph 1) and Mr. C. Johnson, the NRC Senior Resident Inspector on September 12, 1986, and summarized the scope and findings of the l inspection.
