This refers to the inspection conducted by Mr. R. G. Taylor and other members of our staff during the period March 28-31, 1977, of activities authorized by*f;RC Construction Permit f;o. CPPR-128 for the South Texas Project, Unit i;o. I and to the discussion cf our findings with Mr. C. A.
McClure and other members of your staff at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the enclosed inspection report. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by >the inspectors.
During the inspection, it was found that certain activities under your license appear to be in noncompliance with Appendix B to 19 CFR 50 of the fiRC Regulstions, " Quality Assurance Criteria for t!uclear Power Plants."

The itens of nonccmpliance and references to the pertinent requirements are identified in Section I.A. of the summary of the enclosed report.
We have clso examinec actions you have taken with regard to previously identifitt enforcer:.i r. otters. The status of these items is identified in Section II of tne summary of the enclosed report.

The application must include a full statement of the reasons why it is clained that the information is proprietary.
