NRC STAFF TESTIMONY OF JOHN G. SPRAUL RELATIVE TO WHETHER THE APPLICANT'S PROPOSED QUALITY ASSURANCE PROGRAM FOR OPERATION OF THE SOUTH TEXAS PROJECT MEETS THE REQUIREMENTS OF 10 C.F.R. PART 50, APPENDIX B Q.

Upon receipt of Houston Lighting & Power's FSAR for the South Texas Project, I reviewed, as part of my duties in the Quality Assurance Branch, Chapter 17 of this submittal to determine whether it complied with 10 C.F.R. Part 50, Appendix B.

What is the purpose of your testimony?

A.

The purpose of my testimony is to address the question whether the Applicant's proposed quality assurance program for operation of the South Texas Project meets the requirements of 10 C.F.R. Part 50, Appendix 8.

The substantive part of my testimony is incorporated in Chapter 17 of the Staff's Partial Safety Evaluation Report.

Specifically, my testimony is in response to Board Issue F, which states:

Will HL&P's Quality Assurance Program for Operation of the STP meet the requirements of 10 C.F.R. Part 50, Appendix B?

In addition, to the extent this testimony evidences a course of conduct by the Applicant from which corporate character and competence can be inferred, it will be relevant to those issues.

How did you evaluate the Applicant's proposed quality assurance program for operations at the South Texas Project?

A.

I reviewed HL&P's submitted program in its FSAR and compared it to 10 C.F.R. Part 50, Appendix 8.

What was the result of your review and comparisons?

The result of my examination is incorporated in Chapter 17 of the Staff's Partial Safety Evaluation Report (SER).

J. G. Spraul PROFESSIONAL QUALIFICATIONS QUALITY ASSURANCE BRANCH OFFICE OF NUCLEAR REACTOR REGULATION I am a Senior Quality Assurance Engineer (Nuclear), Quality 8.ssurance Branch.

Office of Nuclear Reactor Regulation, U.S. Nuclear Regulatory Comission.

In this position I am responsible for the review and evaluation of the appli-cant's description of quality assurance programs proposed for the design, construction, and operation of nuclear power plants.

I received a Bachelor Chemical Engineering degree from the Georgia Institute of Technology in 1951.

In 1971 I completed the requirements for the Professional Designation in Quality Control from the University of California, Los Angeles.

Prior to joining the NRC, my nuclear experience included 2 years of engineering work in gaseous diffusion with the Goodyear Atomic Corporation and 12 years of nuclear fuel and nuclear power plant component design, manufacture, and test with the Atomics International Division of Rockwell International. With respect to quality assurance work prior to joining NRC, I spent 2 years as Chief Inspector and 4 years as Director of Quality Assurance at Atomics Inter-national responsible for managing the entire quality assurance program.

I joined the Quality Assurance Branch of the Commission in 1974. Since joining the NRC, I have reviewed the quality assurance pmgram descriptions for 26 nuclear power plants as well as 19 topical reports on quality assurance from utilities, architect-engineers, NSS suppliers, and constructors.

I am a member of the American Nuclear Society and a senior member of the American Society for Quality Control.

In 1972 I was certified as a Quality Engineer by the American Society for Quality Control. This certification was last renewed in 1980.
