NRC INSPECTION REPORT 50-483/97201 (OPERATIONAL 3AFEGUARDS RESPONSE EVALUATION)

Dear Mr. Randolph:

During August 18 through 21,1997, NRC's Office of Nuclear Reactor Regulation performed an Operational Safeguards Response Evaluation (OSRE) at your Callaway Plant.

The enclosed report presents the scope and results of that inspection.

The primary purpose of the OSRE program was to evaluate your ability to respond to an external threat by focusing on the interactions between operations and security in establishing priorities for protection of equipment and on the defensive stratepios used.

The OSRE also included a safety / safeguards interface review to assure that safeguards measuies did not adversely affect safe operation of the facility.

Based on the results of the inspection, the team noted the significant operations involvement in the planning and exercising of the contingency response capability. The team also concluded that effective provisions were in place to assure that safeguards measures did not adversely affect the safe operation of the facility.

An unresolved item conceming your ability to respond to an external threat was identified and is discussed in Section 4.2.5 of the enclosed inspection report.

s The enclosed report does not convey any new regulatory requirement. Its findings have

been considered with respect to your ability to meet the general performance objective and requirements of 10 CFR 73.55(a), and requirements of your physical security plan. The NRC Regional Office will examine the unresolved item to determine if enforcement action is required. No response to this letter is required.
