Please remove the cover page from the Wolf Creek Generating Station - NRC Material Control and Accounting Program Inspection Report 05000482/2010405 (ML13067A336) and replace it with the page enclosed with this letter. The purpose of this change is to correct the report number on the cover page.

WOLF CREEK GENERATING STATION - NRC MATERIAL CONTROL AND ACCOUNTING PROGRAM INSPECTION REPORT 05000482/2013405

Dear Mr. Sunseri:

On February 7, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection of a security baseline inspection at your Wolf Creek Generating Station. The inspection covered a key attribute of the Security Cornerstone of the NRCs Reactor Oversight Process, Material Control and Accounting of Special Nuclear Material (MC&A-SNM). The enclosed inspection report documents the inspection results which were discussed on February 7, 2013, with you and members of your staff.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commissions rules and regulations and with the conditions of your license.

The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

This inspection report documents one NRC-identified violation of very low safety significance (i.e., Green as determined by the Physical Protection Significance Determination Process).

The deficiency was promptly corrected in the plant in order to restore compliance with applicable MC&A-SNM requirements before the inspectors left the site, and this matter was entered into the corrective action program to revise MC&A-SNM procedures to comply with NRC requirements.

In addition, this violation had a cross-cutting aspect in the area Human Performance associated with decision making and conservative assumptions. Wolf Creek Generating Station, Unit 1, did not verify the validity of the underlying assumptions when they implemented procedures that were contrary to NRC requirements without obtaining a written exception to NRC regulations (H.1.b).
