Inspection Summary Inspection on November 1 through December 13, 1982 (Report No. 50-461/82-24(DPRP))

Areas Inspected:, Routine safety inspection performed by the Senior Resident Inspector (SRI) of construction activities' including material laydown and storage areas, program control and numerous stop work recovery activities. The in-spection involved a total of 114 inspector-hours on ite by one NRC inspector,

including 20 inspector-hours onsite during off-shifts.

Results: Of the areas inspected no items of noncompliance or deviations were

Functional or Program Areas Inspected a.

Site Surveillance Tours

.

At periodic intervals during the report period, surveillance tours of areas of the site were performed. These surveillances

-

were intended to assess:

the cleanliness of the site; the storage and maintenance conditions of equipment and material being used in site construction; the potential for fire or other hazards which might have a deleterious effect on personnel or equipment; and to witness construction activities in progress.

In general,

.

the storage and maintenance of safety related material and equip-ment appeared acceptable throughout the laydown areas and the Power-Block. Efforts continued toward removing all untreated wood from Containment.

No items of noncompliance or deviation were identified.

b.

Program Control At Periodic intervals, the SRI reviewed Nonconformance Reports (NCRs), Discrepancy Reports (DRS), S&L Specifications Revisions, BA Audit Reports, Construction Procedure Revisions, IP Quality Procedure Revisions, Trend Analysis, IP Surveillance Reports, Findings, Audits, and plant problems identified by Corrective Action Requests (CARS) and other means. Numerous informal comments were forwarded to IP, the licensee, and BA the constructor, for action and/or discussion. The SRI attended numerous status and/or problem discussion meetings with IP and BA.

The SRI also reviewed and approved individual Stop Work Order (SWO) exceptions and Partial Release Plans as allowed by NRC Confirmatory Action Letters (CALs).

No items of noncompliance or deviation were identified.

3.

Meetings and Site Visits a.

A Working Group Meeting was held on site on November 15, 1982.

Participants from the NRC were C. Williams, Chief, Engineering Technical Section, R. Love, Reactor Inspector, W. Schultz, En-forcement Coordinator, and H. Livermore, the SRI.

IP and BA participants were D. Hall, Vice President, and numerous other discipline representatives as noted in Section 1.

The purpose of the meeting was to discuss IP's responses to the items of noncompliance listed in NRC Report 50-461/82-02. As a result, IP will amend their written responses.

Details are listed in Meeting Report Number 50-461/82-22.

b.

A combination Management / Meeting was held on site on November 15, 1982.

Participants from the NRC were D. Hayes, Chief, Projects Section 1B, F. Jablonski, Projects Inspector, and H. Livermore, SRI.

IP participants were D. Hall, Vice President, L. Brodsky, Improvement Plan Director, and others as listed in Section 1.

Results of the individual onsite NRC inspections performed the first two week during November.

NRC preliminary review of the IP Improvement Program.

A Management Meeting with representatives of IP and Region III representatives was conducted on November 22, 1982. Subjects of-discussion were the status of IP is Improvement Program and to introduce new members of the Stone and Webster staff who have joined the IP site construction group. -(Details contained in NRC Report 50-461/82-23).

d.

A site meeting was held on December 8, 1982. Participants from NRC were:

Stop Work Chronology

-

A summation of past Stop Work and Recovery Program Events have been listed in NRC Reports 50-461/82-05, -08, -14, and -21.

For this general reporting period the following events have taken. place:

a.

The NRC approved partial release of SWO 19, Containment Structural Steel Plan 2A-1, to allow reinspection of fixed connections in five quadrants of Containment. The reinspection was completed on October 22, 1982. Results of the re-inspection plus IP's plans for inspection of the remaining connections in Containment, Plan 2A-2, were submitted to the NRC on November 29, 1982. This plan is under-going review by NRC in Region III.

b.

On November 12, 1982, IP forwarded a request for a partial release of SWO 016, Electrical Conduit, to the NRC for review and concurrence.

The request was for release of 9,119 feet of conduit awaiting final construction walkdown and QC inspection. On November 18, 1982, NRC provided verbal approval to proceed with Phases I through III of the partial release.

c.

The NRC CAL of September 1,1982, required NRC to review and concur in a Master Management Plan as a prerequisite to lifting SW0s at Clinton. On November 16, 1982, IP submitted a description of their l

Improvement Program (Master Management' Plan) to NRC for review.

Also included were plans for Record Verifibation and Over-inspection.

On November 18, 1982, NRC gave verbal E5 proval for IP to proceed with their plans as outlined in their submittals.

(kefer to NRC letters dated Dec2mber 3 and 20, 1982.

The ten original SW0s remain in effect, and three CALs remain imposed.

5.

Exit Meetings The inspector met with IP representatives (noted in paragraph 1) through-out the months of November and December 1982, and summarized the scope and findings of the inspections performed.
