i Areas Inspected: Routine, resident inspector's inspection of construction activities including material laydown and storage areas, program control, and investigation activities in the electrical welding areas. The inspect lon in-volved a total of 47 inspector-hours onsite by one FRC inspector, including 0 inspector-hours onsite during off-shifts.

Results: Of the areas inspected, no items of noncompliance or deviations were identified for this report.

Functional or Program Areas Inspected a.

oite Tours At periodic intervals during the report period, tours of areas of the site were performed. These tours were intended to assess the cleanliness of the site; storage and maintenance conditions of equipment and material being used in site construction; the potential for fire or other hazards which might have a deleterious effect on personnel and equipment; and to witness construction activities in progress.

No items of noncompliance or deviation were identified.

Electrical Stop Work A Region III team has been performing an investigation and in-spection in the area of electrical cable tray installation and

related quality control inspecticn activities.

The licensee issued a Stop Work in this area and Region III followed with a Confirmatory Action Letter. The Resident Inspector has par-ticpated in the investigation. All items of noncompliance and deviation will be included in Report No. 50-461/82-02. The Resident Inspector continues to provide technical support to this Region III activity.

Program Control At periodic intervals the inspector reviewed Nonconformance

Reports (NCRs), change implemented Field Change Requests (FCRs),

selected audit findings, construction procedure revisions, Quality Control procedure revisions, and plant problems identi-fled by the licensee and contractor Baldwin Associates (BA).

The inspector attended selected weekly schedule meetings and

startup/ turnover meetings.

No items of noncompliance or deviation were identified.

Temporary Attachment Removal Non-seismic temporary attachments such as lifting lugs and trapeze hangers are installed in safety-related areas of Seismic Category I Buildings. The hangers and lugs are installed under the Non-Safety Work Program and are used as temporary attachments for lifting, cable pulling, etc.

Some items such as the trapeze

hangers are installed to building imbeds in-and-around safety related cable trays. At present, there is no documented system to insure the removal of these temporary attachments.

This is considered Open Item (50-461/82-04-01).

are held in storage in Warehouse 2.

Nonconformance Reports (NCR)

3248, 4520, and 5792 identify discontinuities such as crater cracks in the start and stops of numerous fillet welds. The q

licensee'and~ General Electric have made a generic engineering

disposition of acceptance to "use-as-is."

The inspector is unable to make an assessment of the corrective action taken by

the licensee without additional information. The inspector is

unable to determine the applicable welding code. The licensee has j

not included the In-Vessel Fuel Racks in the Clinton Final Safety Analysis Report (FSAR) Chapter 3, Table 3.2-1, therefore not

identifying the components applicable Safety Class, Quality Group l

Classification, and Quality Assurance Requirements.

Exit Meetings

and findings of the inspections performed.
