directors and reco ery managers in the event of an accident directed the user to review and evaluate a series of offsite concerns prior to recommending shel+ering or evacuation. These offsite concerns dealt with a series of involted' considerations such as: special groups and facilities (schools, hospitals, recreation areas, penal institutions, and factories),

road conditions, and severe weather. The procedure and flow chart directed the user to take into account these factors prior to. recommending protective actions. The NRC inspector noted that such considerations were usually within the scope and duties of the authorities of states and counties (i.e., parishes). Additionally, the NRC inspector. observed that prospective emergency directors and recovery managers delayed protective action recommendations, when asked to evaluate'offsite concerns. This delay would be measured from the time the licensee could have made protective action recommendations based on plant status and radiological conditions. In addition, the NRC inspector noted that while GSU had direct means of information upon which to base his decision on plant and radiological status, the licensee is not required by the Code of Federal Regulations nor by NUREG 0654, Part J, " Protective Response," to undertake the responsibilities of the states and parishes. The NRC inspector stated that the licensee should not delay initial protective action recommendations seeking data other than which they have at hand. The states and parishes, based on the factual knowledge of offsite conditions, could then modify and refine licensee's recommendation This item remains ope . Emergency Detection and Classification The NRC inspector verified that Emergency Action Levels (EALs) were in Table 13.3-1 of the licensee's Emergency Plan, and in procedure EIP-2-001,

" Classification of Emergencies." EALs were based on in plant conditions and offsite radiological monitoring results. EALs are consistent with and include the conditions set forth in NUREG-0654. The states and parishes were trained on EALs that would be used during emergencies, that is, those found in EIP-2-001. EALs were found to be based on specific parameter values, in plant instrumentation, and plant conditions. The NRC inspector noted that procedure EIP-2-001, paragraph 4.1.2 directed the user to implement instructions EIP-2-002 through EIP-2-005 after classifying the ,

event. These in turn required the user to promptly initiate offsite notifications using procedure EIP-2-006, " Notifications," and to make protective action recommendation No violations or deviations were identifie .

4. Protective Action Decisionmaking The NRC inspector reviewed the Emergency Plan and Implementing Procedures (including the emergency organization charts), interviewed one recovery manager, who would be responsible to make protective action recommendations, and held discussions with members of the licensee emergency preparedness organization to determine the adequacy of their decisionmaking processe . The NRC inspector determined that procedure EIP-2-007, " Protective Action Recommendation Guidelines," and Attachment ?, " Protective Action Recommendation Flowchart," were basically satisfactory, but that the licensee must take appropriate actions to correct open deficiency 458/8580-03 discussed in Section 2 of this repor No violations or deviations were identifir . Public Notification Program The NRC inspector reviewed the publication issued by the licensee to describe emergency planning informatf or. to the public within the Emergency Planning Zone (EPZ). The inspector noud that this publication had the form of a yearly calendar, that it contained most of the information required, and that it was distributed annually. The NRC inspector verified that materials were being reviewed annually by licensees, states, and parishe The calendar contained nethods and times required for public notifications, a list of local broadcast stations that will be used for dissemination of information during an emergency, and protective actions planned if an emergency occrrre The NRC inspector noted, however, that the publication failed to discuss the effects of radiation, as required oy 10 CFR 50, Appendix E, paragraph This oversight appear to be a generic issue that will require additional guidance from NRC l.eadquarters. Thus, this item will remain unresolved pending action by Nf,C-Region IV (458/8635-01).

The NRC inspector verified that the licensee used other means of information dissemination to the transient population. These consisted of stickers on public telephones, signs posted in recreational areas, and brochures distributed to hotels and restaurants. Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, violations, or deviations. An unresolved item identified during the inspection is discussed in paragraph . Exit Interview The exit interview was conducted on October 31, 1986, with licensee representatives. The NRC Senior Resident Inspector and Resident Inspector were in attendance. Mr. Terc, Emergency Preparedness Specialist, summarized the findings and observations. The NRC inspector identified one unresolved item and advised the licensee that one deficiency identified in paragraph 2 of this report was remaining open.
