Areas Inspected:
Routine, announced inspection of startup test procedure review (turbine trip) and startup test witnessing.
The inspection involved 37 inspector-hours onsite by one NRC inspector.
Results: Within the two areas inspected, no violations or deviations were identified.

Turbine Trip Test Procedure Review The purpose of this portion of the inspection was to ascertain whether the turbine trip test was consistent with regulatory requirements, license commitments, and Technical Specifications (TS).
The NRC inspector reviewed Test Procedure 1-ST-27, " Turbine Trip and Generator Load Rejection," Revision 0, and Major Change Request (MCR)-1

for-Test Procedure 1-ST-27. The procedure met all Regulatory Guide 1.68, FSAR, and TS requirements; however, the NRC inspector noted several minor errors in the procedure. The licensee was informed of these errors and took corrective action, which the NRC inspector considered to-be

Startup Testing Witnessing
,The purpose of this portion of the inspection was to ascertain conformance of the licensee to license and procedural requirements and to observe operating staff performance.

The NRC inspector witnessed portions of Reactor Core Isolation Cnoling and Safety Relief Valve testing.
All observed portions of the tests were performed and documented in accordance with approved procedures.
The actions of test and operations personnel during performance of the test appeared to be correct, timely, and well coordinated.
No violations or deviations were identified in this portion of the inspection.

Exit Interview An exit interview was held on December 6, 1985, with the personnel denoted in paragraph 1 of this report.
The NRC senior resident inspector also attended this meeting.
At this meeting, the scope of the inspection and the findings were summarized.
