The inspection involved 38 inspector-hours onsite by one NRC inspector.

Preoperational Test Witnessing The objective of this portion of the inspection was to verify that testing was conducted in accordance with approved procedures.

The NRC inspector witnessed performance of various portions of the Reactor Protection System Preoperational Test, 1-PT-508.

The test was performed in accordance with established procedures.

Several equipment problems were identified during the course of testing, tes'. exceptions were properly taken, and the equipment problems properly documented.

No violations or deviations were identified in this area of the inspection.

Preoperational Test Results Evaluation

.The objectives of this portion of the inspection was to assure that the licensee is performing an adequate evaluation of test results and to assure that all test data is either within previously established acceptance criteria or that deviations are properly dispositioned.

The NRC inspector reviewed completed preoperational test procedure 1-PT-201, " Standby Liquid Control Preoperational Test." The test was L

completed and evaluated with three outstanding test exceptions which were properly documented on the system punch list. All other test exceptions had been properly evaluated and dispositioned. The NRC inspector found that the procedure had been properly signed off for completion by the cognizant test engineer and properly reviewed by the joint test group.

All test results were found to be within the acceptance criteria.

No violations or deviations were identified in this area of the inspection.

TMI Action Items The objective of this portion of the inspection was to determine the status of TMI action items.

a.

Item I.A.1.2 Shift Supervisor Responsibilities - This item requires assurances that the shift supervisor is not overburdened with administrative duties that could distract him from his principal responsibilities.

Findings - This item was previously addressed in Inspection Report 50-458/85-12 and could not be considered closed until the position of shift clerk was manned.

Interviews with licensee personnel determined that the shift clerk position is manned and functioning to reduce the administrative duties of the shift supervisor.

This item is considered closed.

Item II.K.1.10 Operability Status of Safety Related Systems - This item requires assurances that procedures have been established to ensure system status is maintaining when removing safety-related equipment from service and restoring it to service.

Findings - Review of River Bend Procedures ADM-0022, " Conduct of Operations," Revision 2, May 6, 1985, ADM-0027, " Protective Tagging," Revision 2, March 20, 1985, and ADM-0028, " Maintenance Work Requests," Revision 2, March 22, 1985, determined that procedures have been established for properly maintaining system status.

This item is considered closed.

This satisfies inspection requirements for River Bend Station Safety Evaluation Report, Confirmatory Item 63.

Exit Interview An exit interview was conducted on May 17, 1985, with those personnel denoted in paragraph 1.

The NRC senior resident inspector for operations also attended this meeting.

The NRC inspector summarized the purpose, scope, and findings of the inspection at this meeting.
