Areas Inspected: Routine, announced inspection of the Braidwood Nuclear Generating Station, Units 1 and 2, to evaluate the licensee's readiness for a preoperational emergency preparedness appraisa Areas of the emergency j preparedness program including facilities and equipment, training, and implementing procedures were reviewed and discussed with the license The inspection involved 10 inspector-hours onsite by two NRC inspectors.

LeSage, Quality Assurance Staff, Operations All the above personnel attended the exit interview on September 24, 1985. Other members of the Station's staff were contacted during the course of the inspectio . Current Status of Emergency Preparedness Facilities and Equipment The inspectors toured the Control Room, Technical Support Center (TSC), Operational Support Center (OSC), in plant laboratories, and Unit l's post-accident sample collection room. The Emergency Operations Facility (E0F) was not toured during this inspection, as it has already been the subject of inspections during recent years' emergency preparedness exercises for the licensee's LaSalle County and Dresden Station The Control Room's center desk was devoid of communications equipment, procedures, and forms. These items were scheduled to be in place and ready for use by the November, 1985 emergency preparedness exercise. The TSC had not yet been turned over by construction; however, it was furnished, procedure sets and status boards were in place, and the bulk of the communications equipment was functional. Work was still in progress on the TSC's heating, ventilation and air conditioning system; associated radiation monitoring equipment; and on correcting discrepancies regarding some telephone lines and emergency power supplies to certain equipmen The licensee indicated that the . facility could be turned over from construction before the exe'rcise, and that the aforementioned discrepancies should be resolved, in any event, by that dat In addition, the TSC's apature cards and card reader plus plant drawings were to be in place by the exercise. The final version of the intended personnel monitoring equipment for contamination control was to be installed after the exercis The licensee indicated that the Station's Offsite Dose Calculation System (0DCS)

was functional; however, due to a computer equipment problem, the Station's ODCS has not yet been successfully linked to analagous equipment in the E0F. The GSEP Coordinator indicated that repeated attempts were still being made to obtain the computer hardware specialist support needed to resolve this problem by the pre exercise

dril The OSC will be utilized as a meeting room during normal plant operations. As such, the OSC was essentially complet However, its emergency telephone equipment was not yet completely installed, emergency supplies were not yet in place, and status boards were not available. The licensee indicated that all these items were to be ready by the exercis The cold lab was already in use during this inspection, although all areas had not been completed. The hot lab and sample counting equipment were not set up due to some remedial construction work that was still in progress. Unit l's post-accident sample collection panel was installed; however, installation of the entire system for collecting coolant and containment air samples was not expected to be completed until sometime in January or February, 198 b. Proceaure Development With the exceptions of some inventory and staff augmentation procedures, essentially all emergency plan implementing (BwZP-series) procedures have been completed. Several were already in their first revisio All BwZP series procedures required to conduct the emergency preparedness exercise would be ready prior to that event. Approximately eighteen procedures were being developed regarding post-accident sampling and analysis; however, these procedures would be incorporated in the Station's Chemistry procedures rather than in BwZP-series procedures. The licensee indicated that abnormal operating procedures were all currently available in some form, including first draf c. Emergency Preparedness Training Completion of all emergency preparedness training requirements by all members of the Station's emergency organization was currently scheduled for completion by March 31, 1986. With the exception of some drill experience, the required training has been completed by those personnel who have been designated as primary exercise participants and, in most cases, by one person assigned as an alternate for each position to be activated during the exercis Several factors have contributed to the relatively proloaged period currently scheduled for completion of all training by all persons assigned to the onsite emergency organization:

preparedness training. While this has had some advantages, in view of the Coordinator's level of expertise, conducting numerous one-on-one or partial group sessions has not been the most efficient nethod of completing the required instruction. While a recently assigned training instructor's efforts were well thought of by the Coordinator, the insp(ctors concluded that the licensee has to provide the Coordinator with additional support if all onsite

emergency organization training requirements were to be completed before late March, 198 . Exit Interview The inspectors met with licensee representatives listed in Paragraph 1 at the conclusion of the inspection. The inspectors indicated that the Emergency Preparedness Appraisal would be tentatively scheduled for a two week period in late March or April,1986, based on the current status of emergency preparedness training for all members of the onsite emergency organization. Should such training be completed sooner than was currently projected, the inspectors indicated that the appraisal cculd then be scheduled for a two week period beginning in February or March, 1986.
